Mr. Burchill offered a resolution, in the words following: Whereas, The Senate has learned with profound regret of the death of Thomas J. McManus of New York city, who served in the Assembly in 1892, 1893, 1903, 1904 and 1905, and who represented the 15th Senatorial District, Manhattan, in this House during the years 1907-1912 inclusive, who was Chairman of the Labor and Industries Committee in 1911 and 1912, during which time the factory investigation in New York State was put under way, which investigation eventually lead to the reorganization of the Labor Department and the enactment of the Workmen's Compensation. Law;

Whereas, Mr. McManus was born of Irish parentage in New York city on March 4, 1864, was educated in the public schools of the city of New York and represented that ideal type of citizenship which is ever willing to make self sacrifice for humanity; Whereas, The entire life of Thomas J. McManus is exemplified by the good he did for others regardless of race, party or creed and was a source of inspiration to all who knew him to achieve success in life;

Resolved, That when the Senate adjourns tonight it do so out of respect to the memory of Thomas J. McManus, and that a copy of this resolution, suitably engrossed, be transmitted by the Clerk of the Senate to the surviving next of kin of the deceased.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative, by a rising vote.

The Temporary President announced the appointment of Leonard R. Lipowicz as a member of the Joint Legislative Committee to investigate and inquire into the practice of chiropractic in the State of New York in the place of John Karle.

The Senate bill (No. 61, Int. No. 61) entitled "An act to amend the State Finance Law, in relation to the certification or approval of accounts and vouchers," was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, the necessity for the immediate passage of the same having been certified by the Governor and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present, as follows:

Whereupon, the Senate adjourned out of respect to the memory. of the late Honorable Thomas J. McManus, former Senator from the fifteenth district.

Mr. Burkard introduced a bill (Int. No. 97) entitled "An act to fix the compensation of the surrogate of the county of Queens," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns, counties and public highways.

Mr. A. J. Kennedy introduced a bill (Int. No. 98) entitled "An act to amend the Public Health Law, in relation to vaccinations,' which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public health.

Mr. Keck introduced a bill (Int. No. 99) entitled "An act to confer jurisdiction upon the Court of Claims to hear, audit and determine the claim of Gustave W. Swenson against the State for damages for personal injuries alleged to have been sustained while an inmate of Great Meadow prison, caused through the alleged negligence of the State, its officers and employees, and to render judgment therefor," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on general laws.

Mr. Sheridan introduced a bill (Int. No. 100) entitled “An act to amend the General Business Law, in relation to monopolies, which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on general laws.

Mr. Knight offered a resolution, in the words following:

Resolved (if the Assembly concur), That the Temporary President of the Senate, the Majority Leader of the Assembly and the Minority Leaders of the Senate and Assembly be and hereby are made ex-officio members of all joint committees of the Legislature heretofore or hereafter appointed or continued, and that such Temporary President and such leaders shall be entitled to vote upon all questions coming before such committees for determination; and the chairman of each such committee shall notify them of each meeting of his committee.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Ordered, That the Clerk deliver said resolution to the Assembly and request their concurrence therein.

Mr. H. D. Williams offered a resolution, in the words following: Whereas, A notice of consent of an election has been duly filed with the Clerk of this House whereby Courtlandt Nicoll contests the claim of title by Abraham Greenberg to a seat in the State Senate representing the seventeenth senatorial district; and
