Dakota World's Fair Commission shall have power at or near the close of the World's Columbian Exposition of 1893, to sell and dispose of, at the best obtainable price, the South Dakota state building and all objects on exhibition sent by authority of the state to said World's Columbian Exposition of 1893. except however, such as may be desired to be retained by the state and the proceeds arising therefrom shall be paid into the state treasury.

§ 10. APPROPRIATION.] To carry out the provisions of this act and to pay the traveling expenses and subsistence of the members of the commission, the following sums or so much thereof as may be necessary, are hereby appropriated out of any money in the general fund not otherwise appropriated or out of such other fund as may be provided by law, viz.: For the South Dakota World's Fair Commission fifty thousand (50,000) dollars and for the South Dakota Womans' World's Fair Commission ten thousand (10,000) dollars and the same shall be disbursed by said commissioners as provided in this act.

§ 11. VOUCHERS-HOW APPROVED AND PAID.] It shall be the duty of the state auditor upon the presentation of proper itemized vouchers signed by the respective presidents and sec retaries of said commissions and duly approved and countersigned by the governor of the State of South Dakota, to draw his warrant upon the fund created in Section ten (10) of this act for the amounts so certified and approved as provided in this section.

§ 12. STATE NOT RESPONSIBLE FOR DEBTS CONTRACTED] The State of South Dakota shall not be responsible for the expenditure of any money or the payment of any debt contracted by the World's Columbian Exposition Commission except as herein provided for.

§ 13. EMERGENCY.] Whereas no law is now in force pro viding for an appropriation and The World's Columbian Exposition" opens on the first (1st) day of May, 1893, therefore an emergency exists and this act shall be in force from and after its passage and approval.
