C. The subcommittee met, pursuant to call, at 10 a. m., in the committee room, Capitol, Senator Lewis B. Schwellenbach presiding. Senator SCHWELLENBACH. The committee will be in order, please. I am going to suggest a rather unusual thing; because of the entirely technical nature of this subject, I am going to suggest that those who are proponents of the treaty on the one side and those who are opposed to it on the other side designate someone to ask any fairly technical questions that they may desire of the witnesses on the other side. I do not want to have it develop into cross-examination or lengthy discussion, but the subject is a technical one and undoubtedly there will be thoughts occur to the people on either side of this discussion, of a technical nature, which would not occur to me; so if you can, informally among yourselves, decide on someone on either side who will submit these technical questions to any witnesses that they feel would bring out points in the discussion, after the witnesses have completed their statements and after I have asked them any questions, those questions could be asked by one representative of either side. We will first hear from Assistant Secretary of State, Hon. Francis. B. Sayre. I will first place in the record a message from the President of the United States, and the various documents which are submitted with the message from the President.
