ANNUAL REPORT OF THE FEDERAL POWER COMMISSION, 1930-31

To the Senate and House of Representatives:

The Federal Power Commission herewith submits to the Congress its annual report for the fiscal year July 1, 1930, to June 30, 1931.

ELEVENTH ANNUAL REPORT OF THE FEDERAL POWER COMMISSION

PART I

The year has been one of change with the Federal Power Commission. The amendatory act, approved June 23, 1930, provided for the appointment of five full-time commissioners to replace the three Cabinet officers, but this new commission did not take office until December 22, so that the fiscal year was divided between the old and the new commissions.

The appointees of President Hoover were:

George Otis Smith, chairman, for the term expiring June 22, 1935.
Frank R. McNinch, for the term expiring June 22, 1934.
Ralph B. Williamson, for the term expiring June 22, 1933.
Marcel Garsaud, for the term expiring June 22, 1932.

Claude L. Draper, for the term expiring June 22, 1931 (reappointed June 18 for a term of 5 years).

The reorganization of staff thus far effective includes the appointment of William V. King as chief accountant, of Roger B. McWhorter as chief engineer, and of H. B. Teegarden as solicitor. Other offices named in the act of June 23, 1930, have not yet been filled.

PLANNING FOR POWER

The power plants now operating on public lands or on navigable streams and under license of the Federal Power Commission have a total installed capacity of nearly three million horsepower. As shown in Table No. 1, this represents less than 24 per cent of the total hydroelectric generating capacity of the country and only about 6 per cent of the total generating capacity of the electric public utility stations. The distribution of the Federal licensees among the States, also to be observed in the same table, shows the somewhat regional limitations of the Federal Power Commission's present jurisdiction. However, as a result of the steady growth of power systems, with their complex interlocking of physical and financial facilities, the operating companies under Federal supervision have already come to represent a more typical cross section of the power industry than bare statistics might suggest.

So it is that even the somewhat limited field of operation of the Federal water power act is affected by the general power situation.
