The House then resolved itself into a committee of the whole on the bills entitled as follows: "An act to authorize the establishment of a female department to the Western House of Refuge for Juvenile Delinquents." "An act relative to certain negotiable corporate bonds and obligations." "An an act to amend the statutes in reference to the collection of taxes in the State of New York." And after some time spent therein, Mr. Speaker resumed the chair, and Mr. Watt, from said committee, reported in favor of the passage of said first and second mentioned bills, the first with an amendment; which report was agreed to, and said bills ordered engrossed and to a third reading. Mr. Watt, from said committee, also reported progress on said third mentioned bill, and asked leave to sit again. The question being on granting leave, On motion of Mr. Fort, the committee of the whole was discharged from the further consideration of said bill, and the same was ordered engrossed and to a third reading. Mr. Rose presented the report of the sub-committee of the whole; which was laid on the table and ordered printed. (See Doc. No. 130.) Mr. Rose called from the table the report of the sub-committee of the whole, in the words following: Senate, "An act to amend an act entitled 'An act relative to contracts for advertisements in newspapers published on Sunday,' passed April 25, 1872." [Reported adversely thereto.] Senate, "An act in relation to the Marine Court of the city of New York." Senate, "An act to alter, open and improve the canal in and along the west branch of Newtown creek, within the city of Brooklyn, to construct a bridge over the same, and to alter the commissioners' map of the town of Bushwick in relation thereto." "An act authorizing the settlement of the claim of the commissioners appointed by virtue of an act passed May 23, 1871, providing for the laying out, opening and construction of a public highway in the town of Hempstead, Queens county." [With amendments.] "An act to amend chapter 251 of the Laws of 1866, entitled 'An act for the preservation of fish in Kinkerhook lake, and waters adjacent thereto." [With an amendment.] "An act relative to local improve in the city of Brooklyn and to amend an act entitled 'An act to restrict the power of the city of Brooklyn to issue bonds or loau its credit for local improvements. Senate, "An act making the lower or north bridge across the Wallkill,. at Walden, Orange county, a charge upon the village of Walden.' "An act for the relief of Milton H. St. John, Albert G. Sage and George Mark." "An act to amend chapter 934 of the Laws of 1871, entitled 'An act in reference to apprentices and employes." " Senate, "An act to authorize the city of Binghamton to provide for the deficiency in the assessment of the Court street pavement, and to liquidate the outstanding indebtedness of said city." "An act to authorize the supervisor of the town of Oswego to convey by deed part of the lot No. 5 of the original township of Hannibal, known as the Gospel lot." "An act to amend an act entitled 'An act in relation to the improvement of the Eighth and Tenth avenues in the city of New York,' passed January 20, 1871." Senate, "An act to amend, extend and continue an act entitled 'An act to incorporate the Bankers' Life Insurance and Trust Company of New York,' passed May 6, 1870. "An act relative to opening, grading and paving Nassau avenue, from Newell street to where it intersects Banker street." "An act to provide an assessment for regulating, grading and sewering parts of the Tenth avenue and Ninety-third street, in the city of New York." "An act to release the interest of the State in certain lands of which Catherine Fox died seized or possessed, to Catherine Keller and Mary Haley." Senate, "An act to authorize the trustees of the village of Kinderhook to borrow money to be expended in the purchase of a lot of ground and the erection thereon of a suitable building adapted to the purpose of a public hall and a room for a fire engine, for the use of said village.' "An act to repeal section 4 of an act entitled 'An act to amend the several acts in relation to the city of Rochester,' passed May 20, 1872." "An act in relation to the board of excise in the city of Brooklyn, and to reorganize the same." [With amendments.] "An act for the relief of George R. Potter." Senate, "An act to authorize the alms-house commissioners of the city of Poughkeepsie to build an addition to their alms-house building, and to raise the money therefor." "An act to provide for the completion of the bridge across the Hudson river at or near the mouth of North creek, in Warren county, and to appoint commissioners for that purpose." [With an amendment.] Senate, "An act relating to the Mohawk and Ilion Horse Railroad Company." "An act to authorize the transfer and investment of the money of the accumulated fund of the Mechanics' Library Association of the city of Newburgh." Senate, "An act to amend the charter of the Buffalo Fine Arts Academy." Senate, "An act to amend the Revised Statutes in relation to laying out public roads and the alteration thereof." Mr. Speaker put the question whether the House would agree to so much of said report as relates to the first mentioned bill, and it was determined in the affirmative. Ordered, That the Clerk return said bill to the Senate, with a message informing that the Assembly have non-concurred in the passage of the same. Mr. Speaker then put the question whether the House would agree to the remainder of said report, and it was determined in the affirmative. Ordered, That said bills be engrossed and to a third reading. Mr. C. G. Cornell moved that the bill entitled "An act to extend the distribution of Croton water through the city of New York, and to lay the necessary mains therefor, and to deliver it at a higher elevation," be considered in the first committee of the whole not full. Mr. Speaker put the question whether the House would agree to said motion, and it was determined in the affirmative, two-thirds of all the members present voting in favor thereof. Mr. Opdyke, from the committee on the affairs of cities, to which was referred the bill entitled "An act to provide for stability of construction and security against conflagrations in buildings in the city of New York," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole. Mr. Opdyke, from the committee on the affairs of cities, to which was referred the Senate bill entitled "An act supplemental to an act entitled 'An act to provide for the coastruction of a drain or sewer in Central avenue, Johnson avenue and Knickerbocker avenue, and other streets in the city of Brooklyn,' passed May 3, 1869, and to an act amendatory thereof," reported in favor of the passage of the same, with amendments, which report was agreed to, and said bill committed to the committee of the whole. Mr. Opdyke, from the committee on the affairs of cities, to which was referred the Senate bill entitled "An act supplemental to an act entitled 'An act to provide for the construction of a main and lateral drain or sewer in Navy street, Johnson street and Hudson avenue, and other streets and avenues in the city of Brooklyn," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole. Mr. Hayes offered for the consideration of the House a resolution, in the words following: Resolved, That Assembly bill No. 916, G. O. 1059, be considered in the next committee of the whole not fall. Mr. Speaker put the question whether the House would agree to said resolution, and it was determined in the affirmative, two-thirds of all the members present voting in favor thereof. Mr. Lynde, from the committee on internal affairs, to which was referred the bill entitled "An act creating the office of Richmond county fire marshal, and prescribing his powers and duties," reported adversely thereto, which report was agreed to.
