For the purposes of carrying out effectively the
complementary activities (a), (b), and (c) enu-
merated above and only in connection with those
activities, the Governor may appoint as additional
members of the Commission two residents of
Oswego County, one resident of Cayuga County,
and two persons without regard to county of resi-
dence, all of whom shall serve until March 31,
1974. Members of the Commission, including
additional members, shall receive fifty dollars per
diem, not to exceed two thousand five hundred
dollars per annum compensation for their services

committees in excess of thirty-days, provided how-
ever, that the compensation for such attendance
shall not exceed the aggregate amount appropriated
