GENERAL FARM PROGRAM

COMMITTEE ON AGRICULTURE,

The committee was called to order at 10:30 a. m., Hon. Marvin Jones (chairman) presiding.

The CHAIRMAN. The committee will be in order please.

Gentlemen, we are beginning hearings this morning on the general farm program. We announced that the so-called cost-of-production phase would be heard first.

We have notified various farm groups. We have also notified the secretary of the National Association of Commissioners of Agriculture, and I had a letter from the secretary saying they did not have any suggestions to offer at this time. I do not know whether they will want to be heard later on or not.

Is there a representative of the American Farm Bureau Federation here?

Mr. O'NEAL. Edward O'Neal. Mr. Chairman, I would like to come the week of March 6, if that is satisfactory to you.

The CHAIRMAN. Mr. Kennedy, how much time do you feel that your group will need?

Mr. KENNEDY. Mr. Chairman, it is pretty hard to tell. There will be about five or six witnesses, and it will depend a good deal on how much time is taken by the witnesses as well as by questions, and how long the committee is in session each day.

The CHAIRMAN. You were several days before the Senate committee?

Mr. KENNEDY. Yes; we were there 8 days, I believe.

The CHAIRMAN. Is there a representative of the National Grange here this morning?

Are there any representatives of any other farm organizations here? Suppose we set the program tentatively, Mr. O'Neal, for you to begin on March 6, and if we have to make any adjustment we can do that as we go along.

Mr. HOPE. Mr. Jenkins wishes to discuss the King plan; he wants to come before us on that plan.

The CHAIRMAN. Yes.

Mr. HOPE. He would like to have some advance notice as to when he can come.

The CHAIRMAN. The bill is somewhat similar to the so-called Lee bill.

Mr. HOPE. Yes; the principle is about the same.

The CHAIRMAN. I have talked to Mr. Jenkins, and I think it would be well for the committee to hear him. He has given a great deal of thought to this subject, particularly the practical phases of it. I think we could arrange 1 day for him.
