current rates of the year 1860, as the basis of salaries and 1 wages to the respective officers and employees. For the current year, none of the officers, &c., have received any remuneration for their services, as at no time were there sufficient funds in the Treasury to meet other and more pressing demands.

The Executive Committee, by and with authority of your Excellency, purchased fifteen hundred cords, of wood for the ensuing season, much of which is already upon the grounds of the asylum, having been delivered by Captain Garoutte, A. Q. M. The entire cost at the institution will be that of four dollars and twenty-five cents per cord, which may be reto per cord, which may garded as a most favorable contract. Payment for the whole amount of cost is included in the estimates for the ensuing year, as its consumption will naturally fall within that period.

The office of Superintendent having become vacant under the Provisional Government of the State, the same was conferred upon me by the Board of Directors on the 13th of July last. I desire to return my grateful acknowledgments to the Board for this renewed expression of confidence on their part, and to yourself my sincere thanks for the deep interest and support you have extended towards me in conducting the affairs of the institution since my reappointment.

The circumstances surrounding its management have been both novel and peculiar, and often embarrassing; and if they have not in all cases been successfully, they have been at least manfully met.

For the future, as I trust it has been in the past, my highest aim will be to render this great State charity promotive of the greatest good to the greatest number of unfortunates. Respectfully,

SIR: In compliance with your request I herewith transmit the report of the Principal of the N. C. Institution for the Deaf and Dumb and the Blind showing the operations of the Institution from September, 1st 1864, to September, 1st 1865, and its condition at the present time. After a careful estimate of the probable cost of supporting the Institution during the next year the Board of Directors are of the opinion that it will require about $20,000. During the session ending Sept. 1st 1861, $15,000 was drawn from the Public Treasury with 62 pupils in attendance. Last Session 84 pupils were in attendance, and from present prospects this number will be increased when the Institution resumes operations. With the large increase in the price of provisions, clothing, &c., in many instances more than 100 per cent, we think the above estimate will be barely sufficent to support the Institution. It is the intention of the Board to see that the strictest economy shall be practiced in the future management of the Institution, and
