AN ACT

TO PROVIDE FOR THE PAYMENT OF PART OF THE EXPENSE
OF THE MAINTENANCE, SUPPORT AND INCIDENTAL EX-
PENSE OF THE PENITENTIARY FOR THE YEARS 1915 AND
1916, TO PROVIDE FOR A PORTION OF THE SALARY AND
EXPENSE OF THE STATE PAROLE OFFICER FOR THE
SAME PERIOD, TO PROVIDE FOR THE DEFICIT CREATED
IN THE PERIOD OF 1913 AND 1914, CAUSED BY INSUFFI-
CIENT APPROPRIATION.

Be It Enacted by the General Assembly of the State of Colorado:

Appropriation.

Section 1. That there is hereby appropriated out of any moneys in the State Treasury, not otherwise appropriated, as part payment of the expense of the State Penitentiary for the maintenance, support and incidental expenses, including the salaries of officers and employes, for the years 1915 and 1916, commencing December 1, 1914, and ending November 30, 1916, the sum of thirty-five thousand dollars ($35,000.00) to be used for the purposes aforesaid.

Sec. 2. That there is hereby appropriated out of any moneys in the hands of the State Treasurer, not otherwise appropriated, the sum of one thousand dollars ($1,000.00)

as part payment of the salary and expense of the State Parole Officer for the period above mentioned.

Sec. 3. That there is hereby appropriated out of any to cover moneys in the hands of the State Treasurer not otherwise deficit. appropriated, the sum of thirty-three thousand eight hundred seventy-nine dollars and forty-eight cents ($33,879.48) to pay outstanding bills caused by insufficient appropriation for the years 1913 and 1914.

AN ACT

MAKING AN APPROPRIATION FOR THE SUPPORT, MAINTEN-
ANCE AND IMPROVEMENT OF THE STATE PENITENTIARY
AND THE SALARY OF THE STATE PAROLE OFFICER FOR
THE TWO YEARS ENDING NOVEMBER 30, 1916.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. MAINTENANCE. That there be, and hereby is, appropriated out of any moneys in the State Treasury, not otherwise appropriated, to the penitentiary, for the years 1915 and 1916, commencing December 1, 1914, and ending November 30, 1916, for the support and maintenance of said penitentiary, the sum of two hundred thousand dollars ($200,000.00), less the sum of $35,000.00, for part maintenance, appropriated in the short appropriation of the Twentieth General Assembly; together with the earnings of said penitentiary, during the said period, or so much thereof as shall be necessary to pay for the support, maintenance and improvements for the period ending November 30, 1916.

Sec. 2. That there is hereby appropriated the sum of thirty-three thousand, two hundred and thirty-nine dollars and eighty cents ($33,239.80), to pay outstanding bills for the years 1913 and 1914, Provided, however, That this item shall be construed to be merely in aid and a duplicate of a similar item appropriating the same amount

in the short appropriation bill, the same being H. B. No. 13, for the support of the State Penitentiary.

Sec. 4. STATE AUDITING BOARD-INDEBTED- Auditing NESS. No indebtedness of any kind or nature shall be made or contracted under or in connection with this appropriation either directly or indirectly until the State Auditing Board shall have certified that the money is available under this appropriation or unless the money is actually paid under it, Provided, however, That in case any part of the money herein appropriated is available and the Auditing Board shall certify to that amount, then indebtedness may be incurred to an amount equal to that certified.

Sec. 5. EMERGENCY. In the opinion of the General Assembly an emergency exists; therefore, this act shall take effect and be in force from and after its passage.
