No person shall be approved or licensed for either of the employments aforesaid, if it appears that he has given credit contrary to the provisions of the preceding section. 13. Whoever gives credit contrary to the provisions of section eleven, shall forfeit a sum equal to twice the amount so unlawfully trusted or credited, whether the same is paid or not. 14. Nothing contained in chapter eighty-eight of the General Statutes shall be construed to require the county commissioners or mayor and aldermen to grant either of the licenses aforesaid, when in their opinion the public good does not require it. And when such license is granted, no fee shall be charged therefor. 15.
