Mr. Diven presented a petition of supervisors of Chemung co., for an alteration in the mode of auditing accounts of the overseers of the poor; which was read and referred to the committee on the internal affairs of towns and counties.

Mr. Wadsworth presented a petition of property holders and citizens of Buffalo, for an act to enable said city to aid in the construction of the International bridge; which was read and referred to the committee on roads and bridges.

Mr. Pratt presented two petitions of citizens of Shawangunk, for the erection of the county of Highland; which were read and referred to the committee on the erection and division of towns and counties.

Mr. Boardman presented a memorial of firemen of Penn Yan, asking for an exemption from taxation of an equal amount of property with the militia of the State; which was read and referred to the committee on finance.

Also a petition of 117 persons, for a uniform rate per mile for freight on railroads; which was read and referred to the committee on railroads.

Mr. Darling, from the committee on railroads, to which was referred the petition of the Northern railroad company, New Jersey, for a law authorising the construction of a portion of their road in this State, reported a bill entitled "An act to permit the Northern railroad company of New-Jersey to continue their railroad from the State line to the village of Piermont, in the county of Rockland;" which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Ames, from the committee on commerce and navigation, to which was referred the petition of Henry Ruggles, to build piers and slips on his property at Brooklyn, reported a bill entitled "An act in relation to land under water, granted by this State to Henry Ruggles;" which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Ames, from the committee on commerce and navigation, to which was referred the bill entitled "An act in relation to the fisheries in the towns of Castleton and Southfield, in the county of Richmond;" reported in favor of the passage of the same, with amendments, which report was agreed to, and said bill committed to the committee of the whole.

On motion of Mr. Smith, and by unanimous consent, the rule was suspended and said bill recommitted to the same committee, to report complete.

Mr. Ames, from the committee on commerce and navigation, to which was referred the bill entitled "An act to revive and amend an act entitled 'An act to incorporate the Albany and New Baltimore ship canal and basin company,' passed April 12, 1853;"

reported in favor of the passage of the same, with amendments, which report was agreed to and said bill committed to the committee of the whole.

Mr. Ames, from the committee on commerce and navigation, to which was referred the bill entitled "An act to incorporate the Long Island steamboat company;" reported in favor of the passage of the same, with amendments, which report was agreed to and said bill committed to the committee of the whole.

Mr. Brandreth, from the committee on medical societies, to which was referred the bill entitled "An act to amend the charter of the Excelsior Medical college of the city of New-York;" reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Brandreth, from the committee on railroads, to which was referred the bill entitled "An act to repeal section 3 of an act entitled 'An act in relation to the payment of fare on the New-York Central railroad,' passed April 1, 1857;" reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Halsted, from the committee on the incorporation of cities and villages, to which was referred the bill entitled "An act in relation to certain taxes in the city of Troy;" reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Halsted, from the committee on the incorporation of cities and villages, to which was referred the bill entitled "An act to fix the salary of the recorder of the city of Oswego;" reported in favor of the passage of the same, with an amendment, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Halsted, from the committee on the incorporation of cities and villages, to which was referred the bill entitled "An act to incorporate the village of Middleport;" reported in favor of the passage of the same, which report was agreed to and said bill committed to the committee of the whole.

Mr. Hubbell, from the committee on insurance companies, to which was referred the Assembly bill entitled "An act to amend an act to incorporate the Mutual insurance company of Buffalo, passed April 18, 1843;" reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Foote, from the committee on literature, to which was referred the bill entitled "An act to amend an act entitled 'An act relative to the officers of town superintendent of common schools, and amendatory of the Revised Statutes,' entitled 'Of public instruction;"" reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. J. A. Willard, from the committee on the internal affairs of towns and counties, to which was referred the Assembly bill entitled "An act to remove the county site of Allegany county to the New-York and Erie Railroad; to locate and procure a new county site; to rebuild county buildings thereon; to appoint commissioners therefor; to provide for the expenses of the same, and to authorise a sale of the old county site;" reported in writing in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Ely, from the committee on the incorporation of cities and villages, to which was referred the bill entitled "An act to amend the charter of the village of Dunkirk;" reported in favor of the passage of the same, which report was agreed to and said bill committed to the committee of the whole.

Mr. Ely, from the committee on the incorporation of cities and villages, to which was referred the petition of trustees of the village of Elmira, for power to borrow money for cemetery purposes, reported a bill entitled "An act to authorise the village of Elmira to borrow money for cemetery purposes;" which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Wadsworth, from the committee on charitable and religious societies, to which was referred the bill entitled "An act to authorise the incorporation of juvenile reformatory asylums;" reported in favor of the passage of the same, with amendments, which report was agreed to, and said bill committed to the committee of the whole.

Ms. Scott, from a majority of the committee on the erection and division of towns and counties, to which was referred the petition. and bill entitled "An act to erect a new county from parts of the counties of Orange and Ulster, by the name of Highland county;" reported in writing, and offered the following resolution: Resolved, That the prayer of the petitioners be denied.

On motion of Mr. Noxon, the reports were ordered laid on the table and printed.

Mr. Brandreth gave notice that he would at an early day ask leave to introduce a bill to prohibit the banks of this State from paying interest on public or private funds deposited with them.

Mr. Wadsworth gave notice that he would at an early day ask leave to introduce a bill to amend the act to incorporate the University of Buffalo, authorising such University to establish and maintain a preparatory academy or school.

Mr. Paterson gave notice that he would at an early day ask leave to introduce a bill to authorise a part of the records of the counties of Ontario and Genesee, to be transcribed for the use of the county of Monroe.

Mr. Scott gave notice that he would at an early day ask leave to introduce a bill to incorporate the Kelemen Hygienic and healing institute, of the city of New-York.

In pursuance of previous notice, Mr. Brandreth asked and obtained leave to introduce a bill entitled "An act to authorise the formation of gas light companies, passed Feb. 16, 1848;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary. In pursuance of previous notice, Mr. Schell asked and obtained leave to introduce a bill entitled "An act to release the right of the people of this State to certain real estate in the city of NewYork, of which Richard E. Alcock died seised;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

In pursuance of previous notice, Mr. Spinola asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act relative to the payment of expenses for local improvements in the late village and city of Williamsburgh, and to actions and proceedings in respect thereto,' passed March 20, 1857;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the incorporation of cities and villages.

In pursuance of previous notice, Mr. Darling asked and obtained leave to introduce a bill entitled "An act to provide for a fair equalization of the State tax among the several counties of this State;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

In pursuance of previous notice, Mr. Wadsworth asked and obtained leave to introduce a bill entitled "An act to vest in the Young Men's Association, the title to certain real property in the city of Buffalo;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

In pursuance of previous notice, Mr. Wadsworth asked and obtained leave to introduce a bill entitled "An act to authorise the Buffalo and Allegany Valley railroad company, to sell its property to the Buffalo and Pittsburgh railroad company;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

In pursuance of previous notice, Mr. Wadsworth asked and obtained leave to introduce a bill entitled "An act to incorporate the Union Iron Chest Sinking Fund society;" which was read the

first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Ames asked and obtained leave to introduce a bill entitled "An act in relation to the Syracuse, Binghamton and New-York railroad company;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

In pursuance of previous notice, Mr. Noxon asked and obtained leave to introduce a bill entitled "An act to amend chapter 723, of the laws of 1857, relative to costs in courts of record;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Ames asked and obtained leave to introduce a bill entitled "An act to enable the Oswego starch factory to supply the loss of its certificate of organization;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on manufactures. Mr. J. D. Willard offered the following resolution:

Resolved, That on and after Tuesday next, the Senate meet at 10 o'clock in the morning, until otherwise ordered.

Mr. Noxon moved to amend by striking out "next" and inserting "March 23d."

The President put the question whether the Senate would agree to said motion, and it was decided in the negative.

The President then put the question whether the Senate would agree to the resolution, and it was decided in the affirmative. Mr. Spinola offered the following resolution:

Resolved, That the committee on banks be requested to report a bill at an early day, for the consideration of the Senate, to prevent banks from loaning money for a less period than thirty days, at a rate of interest exceeding five per cent per annum.

Mr. J. D. Willard moved that said resolution be laid on the table.

The President put the question whether the Senate would agree to said motion, and it was decided in the negative.

Mr. Ely moved to amend by striking out all after the word "Resolved," and inserting "That the committee on banks be directed to consider and report at an early day to the Senate, upon the propriety of restricting call loans, or loans made for a less period than sixty days, by the banks of this State.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The President then put the question whether the Senate would agree to the resolution, as amended, and it was decided in the affirmative.

Mr. Brandreth offered the following resolution:

Resolved, That the further consideration of the Kansas resolutions be deferred until next Tuesday, at half-past seven P. M., and
