Mr. Loveland gave notice that he would at an early day ask leave to introduce a bill to amend the act entitled "An act in relation to exempting lands from taxation belonging to the Sacketts Harbor and Saratoga railroad company, passed March 13, 1857."

Mr. Wadsworth gave notice that be would at an early day, ask leave to introduce a bill extending the present provisions of law in relation to the taxation of corporations in other parts of the State to corporations in the city of Buffalo and to said city.

Mr. Ely gave notice that he would, at an early day, ask leave to introduce a bill to amend an act entitled "An act relative to savings banks or institutions for savings, in the city of New-York and county of Kings, passed April 15, 1853."

In pursuance of previous notice, Mr. J. D. Willard asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act to extend the jurisdiction of the courts of General and Special Ssessions of the Peace, in and for the city and county of New-York,' passed April 12, 1855;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

In pursuance of previous notice, Mr. Schell asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act in relation to all companies transacting the business of life insurance within this State,' passed April 8, 1857;" which was read the first time, and by unanimous consent, was also read the second time, and referred to the committee on the judiciary.

In pursuance of previous notice, Mr. O. B. Wheeler asked and obtained leave to introduce a bill entitled "An act to erect a new county from parts of the counties of Orange and Ulster, by the name of Highland county;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the erection and division of towns and counties.

In pursuance of previous notice, Mr. Schell asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act to authorise the formation of corporations for manufacturing, mining, mechanical or chemical purposes,' passed Feb'y 17, 1857;" which was read the first time, and by unanimous consent was also read the second time and referred to the committee on manufactures.

In pursuance of previous notice, Mr. Loveland asked and obtained leave to introduce a bill entitled "An act in relation to notaries public;" which was read the first time, and by unanimous consent, was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. Ely asked and obtained leave to introduce a bill entitled "An aet in relation to the New-York Juvenile asylum;" which was read the first time, and by unani

mous consent was also read the second time, and referred to the committee on the incorporation of cities and villages.

On motion of Mr. Paterson.

Resolved, That the committee on claims be discharged from the further consideration of the petition and bill of I. Jewett White for relief, and that the same be referred to the committee on the judiciary.

On motion of Mr. Wadsworth,

Resolved, That a committee of two be appointed to wait upon His Excellency the Governor and inform him that the Senate have elected Hon. W. A. Wheeler, President pro tem. of the Senate; and also a like committee to wait upon the Assembly.

Ordered, That Messrs. Wadsworth and Hubbell, be the committee to wait upon the Governor; and that Messrs. Mandeville and Ames, be the committee to wait upon the Assembly.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of the bills entitled as follows:

"An act to confer upon Horace C. Tracy and Isaac A. Brokaw the right to establish a ferry across Cayuga lake, and to extend in their behalf, an act to establish such ferry, passed April 5, 1844."

"An act relating to the mode by which the Buffalo, New-York and Erie railroad company may acquire title to real estate for the purposes of its incorporation."

After some time spent therein, the President resumed the chair, and Mr. Stow, from said committee, reported in favor of the passage of the said bills, without amendment; which report was agreed to.

Ordered, That said bills be engrossed for a third reading.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of the general order, being the bill entitled as follows:

"An act to amend the charter of the Orphan's Home, of the Protestant Episcopal church, in the city of New-York."

After some time spent thereon, the President resumed the chair, and Mr. Loveland, from said committee, reported in favor of the passage of said bill, with amendments; which report was agreed to. Ordered, That said bill be engrossed for a third reading.

Messrs. Wadsworth and Hubbell, the committee appointed to wait upon His Excellency the Governor, and inform him of the election of W. A. Wheeler as President pro tem., announced that they had performed the duty assigned them.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of the general order, being the bill entitled as follows:

"An act to incorporate the Mercantile Library Association of the city of Brooklyn."

After some time spent thereon, the President resumed the chair, and Mr. Hubbell, from said committee, reported in favor of the passage of said bill, with amendment; which report was agreed to. Ordered, That said bill be engrossed for a third reading.

Messrs. Mandeville and Ames, the committee appointed to wait upon the Assembly, and inform them of the election of W. A. Wheeler, as President pro tem, announced that they had performed the duty assigned them.

On motion of Mr. Paterson, the Senate adjourned.

The Senate met pursuant to adjournment.

In the absence of the President, the Senate was called to order by the Clerk.

On motion of Mr. J. D. Willard, Hon. John B. Halsted was elected President pro tem. of the Senate.

The journal of yesterday was read and approved.

Mr. Scott presented a petition of tax payers of the village of Saratoga Springs, for an amendment of their charter; which was read and referred to the committee on the incorporation of cities and villages.

Mr. Darling presented a petition of seventy-two citizens of Cattaraugus county, to amend the law in relation to the sale and redemption of non-resident lands for taxes; which was read and referred to the committee on finance.

Also, a petition of the Seneca nation of Indians in council, for amending the law of 1857, relative to the construction of a bridge across the Cattaraugus creek; which was read and referred to the committee on Indian affairs.

Mr. Pratt presented a memorial of commandants of division, brigade, &c., of the first military division, for amendments to the Militia law in the city of New-York; which was read and referred to the committee on the militia.

Mr. Wadsworth presented a petition of A. Raynor and others, to amend the law of divorce; which was read and referred to the committee on the judiciary.

Mr. Diven presented a remonstrance of inhabitants of the county of Chemung, against any law allowing redemption on mortgage sales; which was read and laid on the table.

Also, a petition of citizens of the village of Elmira, praying for the abolition of the office of police justice in said village; which

was read and referred to the committee on the incorporation of cities and villages.

Also, a petition of inhabitants of the county of Chemung, praying for the taxation of dogs; which was read and referred to the committee on the internal affairs of towns and counties.

Mr. Mandeville presented a petition of the town officers and inhabitants of Clermont and Germantown, to set off the north part of Clermont to the town of Germantown, in the county of Columbia; which was read and referred to the committee on the erection and division of towns and counties.

Mr. Noxon, from the committee on the judiciary, to which was referred the bill entitled "An act to change the name of Emrilous Janette Hadlock to Emrilous Janette Williams;" reported in favor of the passage of the same, which report was agreed to and said bill committed to the committee of the whole.

Mr. Noxon, from the committee on the judiciary, to which was referred the bill entitled "An act to authorise the clerk of Wyoming county to discharge a certain mortgage;" reported in favor of the passage of the same, with amendments, which report was agreed to and said bill committed to the committee of the whole.

Mr. Foote, from the committee on banks, to which was referred the petitions of Solomon Scheu and others, for a change in the time for receivers to settle the affairs of banks, reported a bill entitled "An act to extend the time for receivers to wind up the affairs of insolvent banks;" which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Boardman, from the committee on Indian affairs, to which was referred the bill entitled "An act to confirm a lease of mills made by the Seneca nation of Indians to Fay and Bradley;" reported in favor of the passage of the same, which report was agreed to and said bill committed to the committee of the whole. Mr. Paterson, from the committee on claims, to which was referred the petition of Patrick Halls and others, for the appraisal of canal damages, reported a bill entitled "An act to provide for the appraisal and payment of canal damages in a certain case;" which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

Mr. Ely, from the committee on the incorporation of cities and villages, to which was referred the bill entitled "An act in relation to the New-York Juvenile Asylum;" reported in favor of the passage of the same, which report was agreed to and said bill committed to the committee of the whole.

Mr. Loveland, from the committee on State prisons, to which was referred the bill entitled "An act to amend the several acts in relation to State prisons;" reported in favor of the passage of

the same, which report was agreed to and said bill committed to the committee of the whole.

Mr. Darling, from the committee on engrossed bills, reported as correctly engrossed the bills entitled as follows:

"An act in relation to assessments for local improvements in the city of Brooklyn."

Mr. Paterson gave notice that he would, at an early day, ask leave to introduce a bill for the support and relief of the poor, and for the government of the Alms House in the county of Mon

roe.

Mr. Noxon gave notice that he would, at an early day, ask leave to introduce a bill to amend the Code of Procedure in relation to rules of court decisions, and non-resident debtors.

Mr. J. D. Willard gave notice that he would, at an early day, ask leave to introduce a bill to amend and consolidate the several acts relating to the village of Lansingburgh.

In pursuance of previous notice, Mr. Mandeville asked and obtained leave to introduce a bill entitled "An act to annex a part of the town of Clermont to the town of Germantown, in the county of Columbia;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the erection and division of towns and counties.

In pursuance of previous notice, Mr. Scott asked and obtained leave to introduce a bill entitled "An act to amend an act entitled 'An act in relation to laying out private roads, and discontinuing public highways,' passed April 12, 1853;" which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on roads and bridges.
