2 OPERATION OF LAW.

TENEMENT HOUSES.

In compliance with Section 31, Chapter 178, Public Acts of 1905, the bureau has collected, compiled and in this chapter presents, such statistical data relative to the operation of the Statute, which is cited in the law itself as the "Tenement House Act" as is available.

The provisions of the Statute provides for its application to all cities having a population of over twenty thousand inhabitants, at the time of the most recent United States Census, thus including six cities only. These are Hartford, New Haven, Bridgeport, Waterbury, Meriden and New Britain.

The law became effective June 29, 1905, and with a view to securing information of a uniform character, from the officials having its enforcement in charge, the Commissioner caused the formulation of a blank schedule, forwarding a sufficient number of the same to the different inspectors of buildings or fire marshals, in the various cities coming within the meaning of the Act. These several officers were notified by the Commissioner relative to the requirements of the Statute concerning the matter of making and filing reports with this bureau and were also furnished with a liberal supply of copies of the law in pamphlet form which were designed for free distribution among contractors, builders and others contemplating the erection of buildings of the class referred to in the Statute. The law is given in full on pages 24 to 35 in the appendix of this report, and the form of permit as adopted by the bureau and from the returns made upon which these data are compiled is given here:

"It shall be the duty of the commissioner of labor statistics to collect, keep on file in his office, and at his discretion publish data to be furnished by the officers charged in the several cities with the execution of this act, showing the number of tenement houses for which permits have been asked, the number of plans approved, disapproved, and modified, and any other facts concerning the operation of the law. The records and files of said officers shall at all times be open to the commissioner of labor statistics for the purposes of this section."

Remarks

HARTFORD.

The operation of the law in the city of Hartford seems to have met with public approval. The reports filed in the office of the Commissioner showing that in no case during the six months ended December 31, 1905, during which the law was effective, were any of the plans submitted to the Building Inspector modified or changed to meet the requirements of the act. The report of the Building Inspector of the city of Hartford concerning this subject, covering the period referred to in the preceding paragraph, follows:

"The tenement house act as passed by the General Assembly went into effect June 29, 1905, and the enforcement of its provisions has been added to the duties of the inspector. There have been forty-four tenement houses built during this period and a fair trial has been given of the workings of this act. While it may occasionally work a hardship on an individual, I believe that this law will prove in the long run a benefit to the general public. There has been a great improvement during
