And the services of skilled draftsmen, civil engineers, and such Skilled draftsmen, other services as the Secretary of War may deem necessary, may employed only in the office of the Chief of Engineers, to carry into effect the various appropriations for rivers and harbors, fortifications, and surveys, to be paid from such appropriations: Provided, That the expenditures on this account under this authorization for the fiscal year ending from the date of approval of this Act to June thirtieth, nineteen hundred and eleven, shall not exceed forty-two thousand dollars; and the Secretary of War shall each year, in the annual estimates, report to Congress the number of persons so employed, their duties, and the amount paid to each. That section fourteen of the "Act to provide for the repair, mainte-Athority to employ nance, and preservation of public works on rivers and harbors, and pealed, for other purposes," approved March third, nineteen hundred and nine, is hereby repealed.
