The Secretary of War shall appoint a board of engineers to reconsider the project submitted in House Document Numbered Eight Bourd' of engineers hundred and thirty-six, Sixty-first Congress, second session, for the submitteder projects improvement of the Sabine-Neches Canal from the Port Arthur Ship Canal to the mouth of the Sabine River, the Neches River up to the town of Beaumont, and the Sabine River up to the town of Orange, to a navigable depth of twenty-five feet, including a guard lock, and report to Congress on or before December first, nineteen hundred and ten, upon the dimensions and cost of the minimum improvement of the locality which will adequately serve the interests of commerce and the amounts which the United States and the local interests respectively should contribute toward the cost of such adequate improvement, and toward its maintenance after completion.
