The Secretary of the Treasury be, and he is hereby, authorized and directed to enter into contracts for the construction of a suitable building for said purposes within the ultimate limit of cost above mentioned.

SEC. 10. That the Secretary of the Treasury be, and he is hereby, construction author- authorized and directed to acquire, by purchase, condemnation, or

otherwise, a site and cause to be erected thereon a suitable building, including fireproof vaults, heating and ventilating apparatus, elevators, and approaches, for the use and accommodation of the United States post-office and other government offices in the city of New Haven and State of Connecticut, the cost of said site and building, including said vaults, heating and ventilating apparatus, elevators, and approaches, complete, not to exceed the sum of one million two hundred thousand dollars: Provided, That not to exceed three hundred and fifty thousand dollars of this amount shall be available during the fiscal year ending June thirtieth, nineteen hundred and eleven.

Provided, further, That the Secretary of the Treasury be, and he is hereby, authorized, in his discretion, after completion of the new federal building, to sell the old post-office and custom-house building and the site thereof, situated in the city of New Haven, Connecticut, at public or private sale, after proper advertisement, at such time and on such terms as he may deem to be to the best interests of the United States, and to execute a quitclaim deed to the purchaser thereof, and to deposit the proceeds of said sale in the Treasury of

the United States as a miscellaneous receipt: And provided further, Open space. That the Secretary of the Treasury, in his discretion, may disregard

the provision requiring forty feet open space for fire protection.

Sec. 11. That the Secretary of the Treasury be, and he is hereby, authorized and directed to acquire, by purchase, condemnation, or otherwise, a site and building for the accommodation of the United States subtreasury and other governmental offices at New Orleans, Louisiana, at a cost for said site and building of not to exceed two
