To carry out and give effect to the provisions of this resolution, the commission hereby created shall have power to issue subpoenas, administer oaths, summon witnesses, require the production of books and papers, and receive testimony taken before any proper officer in any State or Territory of the United States.

[No. 42.] Joint Resolution Construing section six of the Act of May twenty-ninth, nineteen hundred and eight, entitled "An Act authorizing a resurvey of certain townships in the State of Wyoming, and for other purposes.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That in computing the time for which credit shall be given to the homestead settlers, their widows or minor heirs, under the provisions of section six of the Act of May twenty-ninth, nineteen hundred and eight, entitled "An Act authorizing the resurvey of certain townships in the State of Wyoming, and for other purposes," credit shall be given for the full period of actual residence upon the lands to which they were unable to complete title: Provided, That such credit shall not extend beyond the date of judgments in ejectment against such settlers rendered by the courts. SEC. 2. That the limitation of time in which second entries may be made under section six of the Act aforesaid shall be extended for the period of twelve months from the date of the passage of this resolution.

[No. 46.] Joint Resolution To carry out the provisions of an Act to present a replica of the statue of General Von Steuben to the German Emperor and to the German Nation.

Resolved by the Senate and House of Representatives of the United replica of Von steu- States of America in Congress assembled, That there is hereby appropriated, out of any money in the Treasury not otherwise appropriated, the sum of five thousand dollars to enable the Secretary of State, pursuant to an Act passed at the present session of Congress, to present to the German Emperor and to the German people a replica of the statue of General Von Steuben that is to be erected in Washington, District of Columbia.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the President of the United States be, and is hereby, authorized to invite the International Congress of Refrigeration, now about to assemble in the city of Vienna, to hold its third meeting in the United States of America: Provided, however, That no appropriation shall be asked or granted for any expense connected with said congress.
