Born December 15, 1858, at Glens Falls, N. Y., and son of Col. Hiram K. Colvin, who died in 1864. He was educated in the public schools, and at the age of eighteen established the Glens Falls Daily Times, subsequently purchasing the Glens Falls Weekly Messenger, of both which papers he is the owner, editor and publisher. He is president of the Glens Falls Gas Company, a director of the American Casualty Company, and of the Co-operative Building Bank of New York, and trustee of the Crandall Free Library. He was one of the organizers of the Peoples' National Bank, Sandy Hill, the United Press Association, the Commercial Union Telegraph Company, and its first Vice-President; for several years First Vice-President of the Warren County Agricultural Society, and is Treasurer of the Republican State League. He was elected to his present office in 1893.

Born May 30, 1847, in Granby, Oswego County, N. Y., to which place his parents moved from Martha's Vineyard. He was educated in common schools and Falley Seminary, and graduated at Wesleyan University in 1871. He studied law in New York city, graduating at the Columbia Law School, and spending some time in the office of Hon. Edward T. Bartlett, after which he located in Syracuse, where he has since continued in the active practice of his profession. He was District Attorney of Onondaga county in 1890-92, and is senior member of the law firm of Hancock, Beach, Peck & Devine at Syracuse, N. Y. He is a member of the I. O. O. F. and of the K. of P. He was elected to his present office in 1893.

Born January 1, 1852, at Utica, N. Y. He was educated in that city and studied civil engineering with a private tutor. He was appointed assistant to the City Surveyor in 1872, and besides the work of that office he has been extensively engaged in the work of several railroad companies. He has repeatedly held the office of City Surveyor and been engaged in many of the most important improvements in that city. He was elected to his present office in 1893.
