[The matters embraced in this number of the Appendix were issued as one document, by the Secretary of the Treasury, on the 1st of November, 1843. It had already been preceded, at various intervals, by different editions of the like rules and regulations, made up in part from the miscellaneous circular instructions that had been previously issued from time to time, for the government of the Revenue Marine, which have consequently been progressively enlarging until they have attained this stage of comprehensiveness and finish; but they are still liable to further emendations and enlargements, in future editions at different periods, one of which, I am informed by the principal clerk in this branch, is now in contemplation. The indefatigable watchfulness of that officer in thus keeping pace with the changes indicated by legislative and executive action upon these subjects, so that the regulations actually in force shall be accessible in one document of the latest date, issued at the suitable interval, is highly worthy of imitation in other branches of the service. Why that plan should not be as practicable in regard to the customs proper, exclusive of the fluctuations of the Tariffs of Duties, is not so clear to my mind, except that the regulations affecting the collection of the customs, &c., are so multifarious and complicated, that it is preferred to grapple with them in detail as often as the question may arise, however often they may have been settled and decided before.]

BER 1, 1843.

SIR: The general regulation heretofore established for the government of the Revenue Service having been revised and so modified as to accommodate itself to subsequent legislation, and the suggestions of further experience, I have caused a copy of the same, as amended, to be transmitted to the officer commanding the Revenue vessel upon your station; and that you may be apprized of the modifications which are since introduced, and the duties devolving upon you in consequence thereof, I have caused a copy to be appended to this letter, and have to request that you will govern yourself accordingly.

will continue under your superintendence and direction, as heretofore: she will cruise in such waand as you may, from time to time, indicate to the officer in command, and under such instructions from you, not inconsistent with those given by the Department, as circumstances may require, and you may judge necessary for the more effectual protection of the Revenue. All your instructions will be in writing. The crew of the men, including petty officers, and boys. Provisions for the use of the crew of the vessel will be supplied by contract; the component parts of the ration to which the seamen are entitled are shown in a table incorporated into the general regulation; but, as you will therein perceive, it has been determined to discontinue the liquor ingredient of the ration. This you will duly observe, and upon giving the usual notice for the receipt of proposals for supplying the rations, which you are required to do, you will omit that part of them which consists of spirits. Forms of the advertisement and contract are annexed to this letter. The contracts will be given to the lowest competent bidder, and will, after taking a copy for your own reference, be forwarded to the Department.

You will cause the provisions to be inspected as often as you may think proper, or when required by the captain; and, at least once in three months, to see that they are sound and wholesome, of good quality, and conformable to the contract. As they are to be delivered on the requisition of the captain, you will require his receipt for them before payment, and observe that they are duly accounted for.

In obtaining supplies of such articles as may be required for the use of the vessel, as you are authorized to supply on the requisition of the captain, you will use the strictest economy, having regard always to the efficiency of the service.

All payments made by you must be supported by proper vouchers, including the requisition of the officer in command, the bills of purchase, the receipt of the officer for the articles supplied, and the receipt of the party for the payment. Charges which are authorized by the instructions, and which are thus vouched, you will pay out of the proceeds of the customs, and charge in your quarterly accounts with the United States, as disbursements incidental to the collection of the Revenue. Abstracts of such payments, arranged according to the annexed form, will accompany your accounts when transmitted for settlement. It is the determination of the Department to enforce a strict compliance with the regulations prescribed for the government of the Revenue service, and to exact a rigorous attention to the duties assigned to the officers. In this your co-operation will be necessary. It will, therefore, be expected that you will report to the Department any remissness of duty, or breaches of the orders of the Department, or other irregularities committed by the officers of the vessel placed under your superintendence, which may come within your observation; and that you will, in an especial manner, enforce a strict regard to the regulations having reference to supplies, the taking of inventories, the proper care of the public property, and the payment of the seamen's wages. The ration for the Revenue service is the same as that allowed in the Naval service, omitting the liquor, and consists of the articles enumerated in the following table, to wit:

The rations to be of good and wholesome quality, to be approved by the Collector; and the different articles comprising the ration to be delivered on board the vessel in good and sufficient casks and vessels, to be provided by the contractor, and the contents thereof distinctly marked on each.

It is to be understood that the contractor will be bound to furnish, upon reasonable notice, as often as may be required by the captain of the vessel, with the approbation of the Collector, (not exceeding, upon an average, one day in each week,) such fresh meat, and fresh vegetables, as may be equivalent to the corresponding parts of the ration allowed in the Naval service.

To Officers in the United States Revenue Marine.

TREASURY DEPARTMENT, November 1, 1843.

The organization of the Revenue Marine, and a general outline of the duties of the persons employed in it, are contained in the act (commonly called the Collection act) of 2d March, 1799, particularly in the 98th, 99th, 100th, and 101st sections. But as that service was established for the protection of the Revenue, and as the officers of the Revenue vessels are officers of the Customs, a particular knowledge of all the laws relating to the Revenue is necessary to a proper understanding of their duties. Other duties arise under the Supplementary Collection act, passed the 1st March, 1823; the acts regulating the coasting trade and fisheries, passed on the 18th February, 1793, 2d March, 1819, and 7th May, 1822; the act concerning wrecked vessels, passed on the 3d March, 1825; and the acts relating to the cutting and removing timber from the public lands, passed on the 1st March, 1817, and 2d March, 1833. Further duties are imposed by the acts prohibiting the slave trade, passed 22d March, 1794, 28th February, 1803, 2d March, 1807, 20th April, 1818, 3d March, 1819, and 15th May, 1820; to all which the particular attention of the officers of the Revenue vessels will be directed. And that the officers and others employed in the service may be fully informed in respect to their official obligations, a copy of the Laws of the United States will be furnished to each vessel.

By the 99th section of the act of 2d March, 1799, above mentioned, officers of the Revenue vessels are directed to perform, in addition to the duties prescribed by law, such other duties for the collection and security of the Revenue as from time to time shall be directed by the Secretary of the Treasury. In virtue of that authority, and by the special direction of the President, the following instructions have been prepared for the information and government of the officers and crews of the Revenue vessels, and are intended to supercede all that have heretofore been given on the same subjects.

The law having vested the appointment of the officers of the Revenue vessels in the President, commissions will accordingly be granted to them by the President, countersigned by the Secretary of the Treasury, and sealed with the seal of the Treasury Department. The officers will be assigned to the Revenue vessels in which they are to do duty; the station and number of men employed in each vessel, and the Collector under whose superintendence she is placed, will be designated by an order from the Secretary of the Treasury. The officers having taken and subscribed the oath required by law, before a Collector of the Customs, their compensation will then commence. The compensation of the officers of the Revenue vessels was established by the act of 2d July, 1836, and is as follows, viz: To Captains, $1,200 per annum; First Lieutenants, $960 per annum; Second Lieutenants, $860 per annum; Third Lieutenants, $790 per annum.

Pilots, engineers, boatswains, gunners, and carpenters, will hold their appointments under warrants issued by the head of the Treasury Department.

In order to establish uniformity in the force employed on board the Revenue vessels, as well as equality in the compensation allowed the petty officers and crews, the following rates are hereby established:

One able bodied seaman will be allowed to every five tons admeasurement, including a boatswain, a gunner, and a carpenter. There will likewise be allowed one cabin steward, one ward-room steward, and one cook. Two boys will be considered as equivalent to one seaman.

The compensation to each boatswain, each gunner, and each carpenter, shall be twenty dollars per month; to each cook and each steward, eighteen dollars per month; and to each able seaman sixteen dollars per month. To boys, from six to ten dollars per month.

Pilots, when employed by permission of the Secretary of the Treasury, and then only, will be allowed fifty dollars per month, and one Navy ration per diem.

No increase of force or compensation will be permitted, unless by special direction of the Secretary of the Treas

When, however, it shall so happen that seamen cannot be procured at the compensation herein established, the Collector is authorized to ship them for the time being at the wages then current at the port.

An equivalent for the rations accruing to stewards may be received in money, estimating the value thereof at twenty-five cents each, that being the law value of the Navy ration. All other petty officers and seamen will receive their rations in kind.

Captains in the Revenue Service, when detailed for duty on shore by order of the Department, and in that case only, shall be entitled to receive, as a commutation for quarters and fuel which they would otherwise have on board a vessel, at the rate of twenty-four dollars per month; and for the pay and rations of a servant performing the duty of a steward, at the rate of fifteen dollars per month. Any other commissioned officer so detailed shall be entitled to receive, in commutation of quarters and fuel, at the rate of twelve dollars per month, and five dollars per month for a servant doing the duty of steward.

The usual allowance of ten cents per mile for travelling expenses will be made in such cases, when travelling under orders from the Secretary of the Treasury.

To each of the vessels of the Revenue Marine there shall be allowed the following articles of cabin and ward-room furniture, at the prices hereinafter mentioned, viz:

To replace such articles of cabin and ward-room furniture as may be worn out, there shall be allowed twenty-five dollars per annum for the cabin and twenty-five dollars for the ward-room; and no increase of expenditure beyond that amount will be permitted, except by the express order of the Department.

The crew will be shipped, unless otherwise directed by the Department, for the term of one year, according to the form of articles herewith enclosed.

The officers and crew may be paid monthly. The petty officers and crew may receive two-thirds of their pay monthly, and the balance at the close of their engagement, or time of discharge; but the captain may, at his discretion, allow them to receive their full pay monthly. When wages are retained, the same will remain in the hands of the Collector, and noted on the pay-roll. From the pay of each person employed in the vessels there will be deducted twenty cents per month-the contribution towards the Marine Hospital fund-which deduction will appear on the pay-roll. Payments will be made monthly, by the Collector, on the exhibition of a transcript of the musterroll certified by the captain, showing the amount due to each. Care will be taken to exclude from the pay-roll any wages charged for seamen who may have absconded; and, to protect the Government and the seamen from imposition, the Collectors are enjoined to cause all dues, whether for wages or liquor equivalent, to be paid to the persons to whom they are due, unless such persons are slaves, in which case it will be paid to the owner, or to the officer in command, he producing the written order of the owner. These transcripts will be receipted by each person, and retained by the Collector as his voucher.

The Revenue vessel will be provisioned by contract-the ration to be furnished will be the Navy ration, omitting the spirits, viz:

The contractor will be bound, however, to furnish, on reasonable notice, as often as may be required by the captain, not exceeding, upon an average, one day for each week, an equivalent of fresh meat and fresh vegetables, in lieu of the corresponding parts of the ration above mentioned.

To encourage habits of temperance in the seamen employed in the Revenue Service it is deemed proper to discontinue the supply of the spirit part of the ration, and to substitute a money equivalent in lieu thereof: seamen will, therefore, be entitled to receive the sum of three cents for the spirit ingredient of each ration; which allowance will be adjusted in a separate column of the pay-roll for each month, and be certified by the captain. Contracts for the supply of the rations will be made to correspond with this regulation.

Requisitions for provisions will be made by the captain, or officer in command, monthly. They will state the number of persons on board for whom rations are wanted, and the aggregate required for the month. They will be
