council of foreign bondholders of Feb. 8, 1915.
Loan negotiations. The British Government is in
agreement with the Government of the United
States in its attitude towards a loan and will, if
approached, refuse any assistance.
Same subject. The Government of Ecuador ur-
gently requests the active assistance of the De-
partment in its efforts to secure a loan; situation
critical.

Same subject. The Department is advised that the
railway company has no objection to the proposed
loan if the Government of Ecuador will make pro-
vision to use part of the proceeds to pay the arrears
in interest and sinking fund of the railway bonds,
if the customs dues pledged to the service of the
bonds remain inviolate and if its claims are paid.
The Department feels that it would not be justi-
fied to assist Ecuador unless a satisfactory settle-
ment is had with the railway company.
