OFFICE OF CAPITAL ASSISTANCE

Mission

To provide grants and loans to local, public bodies to assist them in
acquiring, constructing, and improving facilities and equipment for
mass transportation services in urban areas, for advance acquisition
of real property for use in planning urban mass transportation systems.

Function

This office is responsible for:

1. Assisting applicants in the development of applications to an
approvable form;

Supervising approved urban mass transportation projects to
ensure grantee compliance with grant-contract terms and the
required standards of project management;

Supervising relocation programs established in connection with
approved projects to ensure compliance with grant-contract
terms and relocation policies; and

4. Acting as an advisor on environmental impacts of proposed
capital assistance projects.

1. One additional professional in the Project Development Division to strengthen ability to review and evaluate capital grant applications in view of further refinement of capital grant guidelines.

routine specifications and progress reports and to process requisitions.
One additional clerical/stenographic to support the professional staff.

Three additional professionals in the Technical Assistance Division to (1)
provide guidance, direction, and coordination in the areas of environment
considerations, transit operations and management, financial analysis,
and transportation planning; (2) review capital grant applications that
involve large fund requests, complex systems, or system costs; and (3)
overview and interpret planning directives and act as internal liaison
on planning issues.

One additional clerical/stenographic to support the professional staff.

OFFICE OF TRANSIT PLANNING

Mission

To provide assistance in urban transportation planning, engineering,
and transit improvement, and conduct demonstrations of advanced
transportation systems and techniques in an operational environment.

Function

This office is responsible for:

Assisting applicants for assigned grant programs in the
development of applications to an approvable form;

Supervising approved grant projects to insure compliance with
grant contract terms and adequate management by project sponsors;

Providing planning assistance to States, local and public agencies, and transit operators regarding the improvement of mass transportation services through grants and staff studies;

4. Evaluating status of comprehensive and transit planning of urban
areas and preparing recommendations on planning adequacy for
all capital grant and technical study projects;

5.

Initiating, developing, and administering, in concert with local and State officials or authorities, projects demonstrating totally integrate transit systems, including the concept of institutional changes needed to promote operational improvements;

6. Administering approved operating demonstration projects and
providing technical direction, as required, to assure compliance
with contract terms and the attainment of UMTA objectives.

7. Assisting and coordinating, with the Office of Research & Development
and the Office of Program Planning, the potentiality of projects
contributing to the achievement of UMTA objectives and impact
studies of transit improvements;

8. Maintaining liaison and developing cooperative working relationships with State and local planning and operating agencies and other

non-public organizations having interests in transit planning and service innovations; and

9. Serving as principal contact and liaison point within UMTA on activities related to planning assistance and involving other offices within DOT; and other Federal agencies, and State and local agencies, in close coordination with the Office of Program Planning.
