cap writing paper, forty cents; for every full quire of twentyfour full sheets, whether printed on one or both sides, folio post, fifty cents per quire; demi, sixty-eight cents per quire; medium, eighty cents per quire; royal, one dollar and twenty-five cents per quire; and super-royal, one dollar and fifty cents per quire, when printed, ruled and feint lined on one side; for folio post,, demi, medium, royal and super-royal, when printed, ruled and, feint-lined on both sides, ten per centum advance; in all cases, twenty-four full sheets to the quire: Provided, That said conContractor to fur- tractor or contractors shall in all cases furnish the paper on nish paper. which said blanks are printed, which shall be of a good quality, the foolscap to weigh ten pounds to the ream, the quarto post eight pounds, the flat cap fourteen pounds, the demi thirty-two pounds, and medium thirty-five pounds, and of such quality as shall be satisfactory to the superintendent of printing.

SECTION 12. That the governor shall appoint, by and with the Superintendent of Printing to be ap advice and consent of the Senate, annually, a practical printer, pointed annually. for the term of one year, or until a successor shall be appointed, as superintendent of public printing, who shall receive an annual salary of eight hundred dollars, and before entering upon the duties of his office shall be sworn or affirmed faithfully to dis Salary and bond. charge the duties thereof, and give a bond to the commonwealth, with two sufficient sureties to be approved by the governor, in the sum of two thousand dollars, for the faithful performance of the duties of his office.

SECTION 13. That it shall be the duty of said superintendent of public printing to receive and take charge of all the reports made to the governor by the heads of departments, to be em. braced in the Executive Documents, and have the same printed by the contractor or contractors, and delivered to the legisla ture within ten days after the assembling of the same. He shall also arrange all matter ordered to be printed by the legis lature, and supervise the printing thereof, causing it to be done in a prompt and workmanlike manner, and whenever the contractor or contractors fail to comply with his or their contract, in such manner as shall occasion inconvenience to the legislature, or detriment to the public interest, the said superintendent may reject the work altogether, with the advice and consent of the joint committees on public printing, employ another printer to execute such part of the work, and charge any excess of cost to the contractor or contractors.

SECTION 14. That it shall be the duty of said superintendent to receive orders for all blanks that may be needed by either of the departments at Harrisburg, or for the public works, have them executed by the contractor or contractors, and forward them to the officers ordering them; he entering in a book, to be kept for that purpose, the number of quires of each kind of blanks that may be printed; he shall examine the accounts of the contractor or contractors, comparing the items with his record of the amount of work done, and shall give a certificate of the correctness thereof before payment shall be made; he shall receive and receipt for all the documents printed for the legis lature, and see that the numbers ordered are properly furnished.

SECTION 15. That the superintendent of the public printing shall, with the concurrence of the secretary of the commonwealth and the auditor general, purchase all the paper to be used by the contractor or contractors, except that required for printing blanks, as specified in the eleventh section of this act, and before

the final settlement of the printer's bill for any year, he shall ascertain by computation, whether the paper so bought has been exclusively used for the public printing, and certify the facts to the auditor general; said paper shall be of the following sizes and weight, viz: Double royal, fifty pounds to the ream for the regular five hundred numbers reserved for binding, and forty pounds for additional copies, to measure at least twenty-six by forty inches, and for the bills to weigh twenty-eight pounds per ream, and measure at least twenty-six by seventeen inches for the double sized foolscap.

SECTION 16. That the said contractor or contractors shall not be Pay for correcting allowed compensation for correcting forms in any case, except where alterations shall have been made in the original copy,

in which case he shall be paid twenty cents an hour for the time employed in making such corrections.

SECTION 17. That all moneys for the public printing and bindPay of contracing shall be paid by the state treasurer on warrants drawn by tors. the auditor general, who is hereby invested with the same control over the accounts for the public printing as he is possessed of in regard to the accounts of any other officer of the commonwealth.

SECTION 18. That the contractor or contractors under the Contract for three provisions of this act, shall hold his or their office for and dur- years. ing the term of three years, unless sooner removed by resolution of the legislature, for neglect of duty or misconduct in office, such misconduct or neglect to be set forth in the resolution of removal, as fully as practicable; and in case of death or resignation of the contractor or contractors appointed under the provisions of this act, at any time during the recess of the legis lature, the governor shall be and is hereby authorized to fill Vacancies. the vacancy so occasioned by appointment, to serve until another is elected by the legislature.

SECTION 19. That all laws heretofore passed for the regulation Repeal.
of the public printing, be and the same are hereby repealed, ex-
cept so far as they relate to the existing contracts with the
state printer.

AN ACT

To provide for the erection of a Public Town Hall in Mifflin township, Allegheny county.

SECTION 1. Be it enacted by the Senate and House of Represen tatives of the Commonwealth of Pennsylvania in General Assem bly met, and it is hereby enacted by the authority of the same, That Erection of hall the township of Mifflin, in the county of Allegheny, be and hereby is authorized to erect, under the provisions hereinafter set forth, a town hall in some central part of said township, and which location shall be determined by the building committee, or a majority of them, hereinafter named: Provided, That the citizens of said township, at an election held for that purpose, shall first determine in favor of the erection of said town hall; which said election shall be held between the hours of one and six o'clock in the afternoon of the third Saturday next after the passage of this act, at the place of holding the township elections in said township; and which said election shall be held and conducted by the officers authorized to hold the general and township elections for the time being, and in the same manner as other elections are conducted: And for the purpose of carrying out the object of this act, (should the erection of a town hall be determined upon,) the following named persons, viz :— Nathan Means, John C. Risher, Harvey B. Cochran, Francis M'Clure and Samuel M'Kee, shall be and constitute a building committee, and who shall be authorized and required to proceed, within thirty days after said election, to levy a tax on the Tax to be levied, same property and things now by law taxable for road purposes, to an amount not exceeding one-half of the estimated cost of completing said town hall, in any one year, on the basis of the then existing valuation for other township purposes; and said committee, or a majority of them, shall superintend and direct the collection of said tax by the township treasurer for the time being, who is hereby authorized and required to receive and collect the same, in the same manner, and with like powers as are given to the collectors of county rates and levies, on a warrant for that purpose issued by said committee; and the said treasurer shall pay over the said tax when collected, upon orders drawn by said committee, or a majority of them, as may be necessary and required to effect the objects of this act, and the economical and convenient erection and completion of said building; and said treasurer shall give security, to be approved by said committee, for the safe keeping and disbursement of said tax: Provided further, That the cost of constructing said building, including materials and grounds, shall not exceed the sum of two thousand dollars: And the constable of said township shall give at least six days' notice of said election, in the usual manner, the returns whereof shall be filed with the town clerk, and by him entered of record within five days thereafter.

SECTION 2. That the said committee shall and are hereby authorized and required to obtain grounds for the location of said town hall, and receive a conveyance thereof to the said

township in fee simple; and the said grounds, with said town hall, shall be held under the superintendence of the town clerk for the time being, for the public uses of the said township and citizens thereof; and the same town clerk may insure the said hall in the name of said township, and at the proper expense thereof.

SECTION 3. That the said town hall shall be completed within To be completed one year from the passage of this act, and immediately there. in one year. after the said committee and treasurer shall render a true account, under oath, to the township auditors, who shall report upon the same in the same manner, and with the same rights and consequences, as in other cases of reports of township officers: Provided, That said committee shall continue in the Proviso. discharge and liabilities of their office, until the said tax be all levied as far as practicable, and the liabilities for the erection of the town hall be all paid, and their final account as aforesaid settled by said auditors as aforesaid; and any surplus, if any remains of said town hall fund, shall be subject to the order of the supervisors, as other township funds for the use of the roads: And all general, special and township elections of said township next after the completion of said town hall, shall be held therein.

AN ACT

Providing for repairing the Susquehanna and Tioga Turnpike Road in the counties of Columbia, Luzerne and Sullivan.

SECTION 1. Be it enacted by the Senate and House of Represen tatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the court of quarter sessions in and for the county of Sullivan, appointed. shall, at the first term of said court in each year, appoint two taxables, one to be a resident of said county, the other to be a resident of Luzerne county, to be supervisors of the Susquehanna and Tioga turnpike road. It shall be the duty of said Their duty. supervisors to take charge of and keep in repair that portion of said turnpike road situated between the following points, to wit: From the south base of the North mountain to Birch creek, on the north side of said mountain, a distance of fifteen miles.

SECTION 2. That said supervisors shall, before entering upon the duties of their appointment, give bond to the commonwealth in the penal sum of one thousand dollars, with sufficient surety, to be approved by said court, conditioned for the faithful and judicious application of all moneys received by them for the use of said road, in repairing the same; which bond shall be filed in the prothonotary's office in said county of Sullivan.

SECTION 3. That it shall be the duty of said supervisors, as plied to repair of soon as practicable after their appointment, to prepare lists of the warrantee names of every tract of unseated land through which said road passes, including every tract, the nearest line of which approaches within one mile of said road, between the points above specified, making a separate list for each county through which said road passes, and naming thereon the township in which each tract is situated; and shall file a copy thereof in the commissioners' office in the county where said land is located. After said lists shall have been filed in the manner above provided, it shall be the duty of the county commissioners in their respective counties, to give orders upon the county treasurer for the payment to said supervisors of all moneys collected for the use of roads on said tracts of land, in the manner orders are given for the payment of road moneys to supervisors in the several townships; and the money so paid shall be deducted out of the road tax collected from unseated lands, for the use of the public roads in the townships in which said lands are situated: Provided, That the supervisors of said townships shall be discharged from all obligation to repair the said Susquehanna and Tioga turnpike road between the points aforesaid.

SECTION 4. The supervisors appointed in pursuance of this act shall have power, and they are hereby enjoined and required, to the extent of the fund received by them, to purchase wood, timber, and all other materials necessary for the purpose of making, maintaining and repairing the said turnpike road, and to employ, oversee and direct a sufficient number of laborers for that purpose, and shall have the power and authority granted to township supervisors in the forty-third section of an act relating to roads and highways, approved the thirteenth day of June, Anno Domini one thousand eight hundred and thirty-six, and shall be subject to the provisions of sections forty-four, forty-five, forty-six and forty-seven, of the aforesaid act: Provided, That the money collected in the several counties, shall be expended upon that part of said road that is within that particular county.

SECTION 5. That the said supervisors shall keep a book, in which they shall charge themselves with the amount of money received by them from each county, and shall credit themselves with the money expended for the use of said road, especially enumerating the several items; which book shall be kept open for the inspection of every person who requests to see the same: And it is hereby provided, that the Susquehanna and Tioga Cost of repairs to turnpike road company shall not resume their control over said

road, or take toll for travel on the same, until the said company shall have first refunded to the several townships through which said road passes, all moneys which have been expended in repairing the same, and interest thereon.
