Mr. Carter moved that the vote by which Senate file No. 7, was lost be reconsidered.

Mr. Marshall raised the point of order, that a motion to reconsider this bill was previously made and lost and that it would be necessary to suspend the rule to consider the motion of Mr. Carter.
