The House met pursuant to adjournment, Speaker Bowen in he chair.

Prayer was offered by the Rev. A. B. Marshall of Des Moines, Iowa.

The Journal of Friday, February 16th, was corrected and approved.

The Journal of Saturday, February 17th, was corrected and approved.

Mr. Santee requested that House file No. 190 be referred to committee on Appropriations and retain its place on the Calendar.

The request was granted by unaminous consent of the House.

On request of Mr. Carr, leave of absence was granted Mr. Stewart, on account of sickness.

Mr. Eaton presented a petition from the Pioneer Lawmakers' association, relative to placing statues of Hon. James W. Grimes, and Hon. James Harlan in the rotundas of the capitol buildings at Washington and Des Moines, requesting that the same be placed on file and printed in the Journal.

The petition was passed on file and ordered printed in the Journal.

PETITION.

To the General Assembly of the State of Iowa:

In accordance with instructions embodied in the following resolutions which were passed by unanimous vote of the Iowa Pioneer Lawmakers' association on February 15, 1900, we respectfully report the same to your honorable body:

Resolved, That the proposition to place statues in bronze of Iowa's distinguished citizens, James W. Grimes and James Harlan, in the rotundas of the capitols of the state and nation, is cordially approved by our association, and the president and secretary are instructed to report this resolutfon to the Twenty-eighth General Assembly.

Mr. Sokol presented petition of ladies of Onslow, Iowa, urging the present legislature to support and vote for a constitutional amendment, striking out the word "male" from the constitution, the same to be submitted to the voters of the state.

Referred to committee on Woman Suffrage.

Mr. Sokol presented petition of ladies of Onslow, Jones county, Iowa, requesting the establishment of a woman's reformatory; in connection with such institution, we ask that there be a department established where the children of such women, and also other waifs that need the fostering care of the state, can be educated and have industrial training.

Referred to committee on Penitentiaries.

Mr. Kirkwood presented petition of citizens of Missouri Valley, Iowa, asking for the passage of House file No. 50.

Referred to committee on Public Health.

Mr. Kent presented petition of citizens of Fonda, Iowa, requesting the passage of a law prohibiting traveling salesmen from soliciting orders for intoxicating liquors.

Referred to committee on Suppression of Intemperance. Mr. Cold presented petition of citizens of Tama county, asking for the passage of a compulsory education law.

Referred to the committee on Schools and Text Books.

Mr. Wilson of Keokuk, presented resolution of the Daughters of the American Revolution of Keokuk, Iowa, asking for the erection of a monument for the soldiers of Iowa at Chickamauga park.

SPEAKER-Your committee on Ways and Means, to whom was referred House file No. 166, a bill for an act to amend section 1, of chapter 74 of the laws of the Twenty-seventh General Assembly, in relation to the salary of the chief executive officer of the Iowa Soldiers' Orphans' home at Davenport, beg leave to report that they have had the same under consideration and have instructed me to report the same back to the House with the recommendation that the same be referred to the committee on Compensation for Public Officers.

SUBSTITUTE FOR HOUSE FILE NO. 14, BY WILSON OF KEOKUK. A bill for an act to repeal chapter thirty-eight (38) of the laws of the 'Twenty-seventh General Assembly, relative to the cutting of weeds on public roads and to enact a substitute in lieu thereof.

Be it Enacted by the General Assembly of the State of Iowa:

Section 1. That chapter thirty-eight (38) of the laws of the Twentyseventh General Assembly be and the same is hereby repealed and the following enacted in lieu thereof:

"It shall be the duty of the road supervisors to cause to be cut near the surface, all the weeds on the public roads in their respective districts on or before the first day of August of each year."

Mr. Anderson, from the committee on Fish and Game, submitted the following report:

MR. SPEAKER-Your committee on Fish and Game, to whom was referred House file No. 121, a bill for an act to amend chapter 15, section 2540 of the code, in relation to fishing-what permitted, beg leave to report that they have had the same under consideration and have instructed me to report the same back to the House with the recommendation that the same be indefinitely postponed.

SUBSTITUTE FOR HOUSE FILE NO. 183.

A bill for an act to repeal sections two thousand, five hundred and fortythree (2543), two thousand, five hundred and fifty-one (2551), and two thousand, five hundred and fifty-four (2554) of the code, relating to fish and game, and enact substitutes therefor.

Be it Enacted by the General Assembly of the State of Iowa:

Section 1. That section 2543 of the code be and the same is hereby repealed and the following inserted in lieu thereof: “No person, firm or corporation, shall catch, kill, take, have in possession or under control in this state, for any purpose whatever, any of the fish hereinafter mentioned within the periods herein limited, to wit: any variety of black, silver, striped or rock bass, pickerel, crapies, native trout or perch, between the first day of November and the fifteenth day of May following. Whosoever shall offend against the provisions of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not less than five dollars nor more than twenty-five dollars and costs of the prosecution, or by imprisonment in the county jail not less than five nor more than thirty days for each and every fish so caught, taken, killed or had in possession, or under control, and the possession of any of said fish by any person, firm or corporation during such prohibited periods, shall be sufficient evidence to convict. It shall be the duty of the fish and game warden and his deputies, or any sheriff or his deputies, or any constable or
