SPECIAL SESSION

THURSDAY, AUGUST 24, 1916.

Agreeably to the proclamation of His Excellency, the Governor, the Senate of the State of Vermont convened in the Senate Chamber of the State House at Montpelier on the 24th day of August in the year of our Lord one thousand nine hundred and sixteen, at ten o'clock in the forenoon.

The Senate was called to order by His Honor, Hale K. Darling, the President.

Devotional exercises were conducted by the Chaplain, Rev. Marcellus W. Farman.

The following proclamation, by His Excellency, the Governor, convening the General Assembly, was read by the Secretary:

Whereas, the Vermont troops are now serving in the United States army to preserve and maintain peace and protect our citizens on the Mexican border;

Whereas, such service is being willingly and patriotically performed by our men at a sacrifice to personal interest and duty to family and home;

Whereas, it appears that the compensation received by these. men is not sufficient to meet their needs and the needs of their families, and that if provision is not soon made for such purpose such families must become subject to charity;

Therefore, I, Charles W. Gates, Governor of the State of Vermont, do hereby, by virtue of the Constitution in this respect, summon the members of the Senate and House of Representatives to meet in Montpelier in their respective chambers in the State House, together with the omers of the two Houses, on the 24th day of August A. D. 1916, at 10 o'clock in the forenoon, to

provide for such compensation to Vermont troops, in addition to United States pay, and for such relief to their families and their dependents as may seem advisable.

Given under my hand and the great seal of the State this 16th day of August in the year of our Lord one thousand nine hundred and sixteen, and the Independence of the United States one hundred and forty-first.

The roll of the Senate was called and the following named senators answered to their names:

Under a question of personal privilege Senator Cady informed the Senate that Senator Martin, of Washington, was unable to be present at the session, but desired to be recorded as favoring liberal appropriation for the pay of Vermont National Guardsmen upon the Mexican border, and aid to their dependent families.

Senate Resolutions.

Mr. Martin, of Chittenden, offered the following resolution:

(S. R. 1.) Resolved by the Senate: That a committee of two senators be appointed by the President to wait upon His Excellency, the Governor, and inform him that a quorum of the Senate have now assembled, agreeably to his proclamation, and are ready on their part to proceed with the business of the session;

Which was read and adopted.

The following resolutions were severally offered, read and adopted, as follows:

By Mr. Wright,

(S. R. 2.) Resolved by the Senate: That the Secretary be directed to inform the House of Representatives that the Senate have assembled and are ready on their part to proceed with the business of the session;

(S. R. 3.) Resolved by the Senate: That the rules of the last session be adopted, and the committees of the last session be appointed as the rules and committees of the present session.

Message from the Governor.

A message was received from His Excellency, the Governor, by Mr. Gates, Secretary of Civil and Military Affairs, as follows: Mr. President:

I am directed by the Governor to inform the Senate that he will deliver his message in the presence of the General Assembly on such date and hour as the two Houses may fix upon.

Message from the House.

A message was received from the House of Representatives by Mr. Black, their Clerk, as follows:

Mr. President:

I am directed to inform the Senate that a quorum of the House has assembled agreeably to the proclamation of His Excellency, the Governor, and they are, on their part, ready to proceed with the business of the session.

Joint Resolutions Adopted.

The following joint resolutions were severally offered, read and adopted on the part of the Senate, as follows:

By Mr. Roberts,

(J. R. S. 1.) Resolved by the Senate and House of Representatives: That the joint rules of the last session be the joint rules of this session, and that the same joint committees be appointed as were last session.

By Mr. Thomas,

(J. R. S. 2.) Resolved by the Senate and House of Representatives: That the two Houses meet in Joint Assembly at eleven o'clock and fifteen minutes this day to receive a message from His Excellency, the Governor.
