SECTION 23. Nothing in this article contained shall abridge the authority of the legislature to create or abolish any board or court with jurisdiction to hear and audit or determine claims against the state, and any such tribunal existing when this article shall take effect shall be continued with the powers then vested in it until otherwise provided by law.

§ 2. Resolved (if the Assembly concur), That the foregoing amendments be referred to the legislature to be chosen at the next general election of senators, and in conformity with section one of article fourteen of the constitution be published for three months previous to the time of making such choice, with a message that they have concurred in the passage of the same.

Ordered, That the Clerk deliver said concurrent resolutions to the Secretary of State.

Mr. Walker offered a resolution in the words following:

Resolved, That when an appropriation has been made for the services of officers and employees of the Senate, during the recess of the Legislature, the Clerk of the Senate may appoint such officers and employees at a salary or compensation not exceeding the amount appropriated.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Mr. Walker offered a resolution in the words following:

Resolved, That the Sergeant at Arms be instructed and authorized to take charge of and perform all duties required by any committee of the Senate and shall conduct any investigation or examination authorized to be performed by said committee during the recess of the Senate.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Messrs. McGinnies and Taylor, a committee from the Assembly, reported to the Senate that the Assembly had completed its business and is ready to adjourn.

Mr. Walker offered the following resolution:

Resolved, That a committee of two Senators be appointed to wait upon the Assembly and inform that body that the Senate has completed its business and is ready to adjourn.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

The President appointed as such committee Messrs. Reiburn and Kavanaugh.

Mr. Walker offered the following resolution:

Resolved, That a committee of two senators be appointed to wait upon the Governor, and inform him that the Senate has completed its business and is ready to adjourn.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

The President appointed as such committee Messrs. Sheridan and Thompson.

Mr. Sheridan from the special joint committee on taxation and retrenchment presented the report of said committee which was laid on the table and ordered printed.

The President presented the annual report of the state tax commission.

The Assembly returned the Senate concurrent resolution by Mr. Downing relative to the Federal return of the Immigration Fund. Also, The Senate concurrent resolution by Mr. Ryan relative to investigation and compilation of the Poor Laws;

Also, The Senate concurrent resolution by Mr. Carroll relative to the printing of the 1924 Legislative Manual.

Also, Senate concurrent resolution by Mr. Kavanaugh relative to the preparation of a memorial for Hon. Edgar T. Brackett.

Also, The Senate concurrent resolution by Mr. Dunnigan relative to the pollution of the waters around New York City, with a message that they have concurred in the passage of the same without amendment.

The Journal of Thursday, April 10th, was read and approved. Mr. Walker moved that the Senate do now adjourn without date.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative. Whereupon, the Senate adjourned sine die.

SENATE APPOINTMENTS TO COMMISSIONS AND SPECIAL COMMITTEES.

Pursuant to several laws and concurrent. resolutions the Temporary President appointed as members, on the part of the Senate, of the several commissions and special joint committees. thereby created or continued, the following named Senators:

Temporary Commission to investigate the condition of crippled children, created by Chapter 187 of the Laws of 1924, Messrs. Byrne and Cole.

Commission to select a site for, and cause the erection of a monument on the Santiago Battlefield to the memory of the Seventyfirst New York Volunteer Infantry of the Spanish-American War, created by Chapter 144 of the Laws of 1924, Messrs. O'Brien and Gibbs.

Commission to prepare plans for the Centennial Celebration of the opening of the Erie Canal, created by chapter 233 of the Laws of 1924, Messrs. Lacey, Ryan and Robinson.

Special joint committee to investigate the pollution of the waters of New York Harbor, pursuant to concurrent resolution, Messrs. Dunnigan and Georgio.

Special joint committee to confer with the Representatives in Congress from New York State relative to the return of the Immigrant Fund by the Federal Government, pursuant to concurrent resolution, Messrs. Downing, Walker and Lusk.

Special joint committee to confer with the State of New Jersey relative to a comprehensive plan for the development of New York Harbor, pursuant to concurrent resolution, Messrs. Walker, Downing and Lusk.

Special joint committee to investigate and revise the laws relating to motor vehicles, pursuant to concurrent resolution, Messrs. Kennedy and Fearon.

Special joint committee to continue the investigation of the Tax Laws and methods of taxation, pursuant to concurrent resolution, Messrs. Sheridan, Straus and Davenport.

Special joint committee to continue the examination and consolidation of the Corporation Laws, pursuant to concurrent resolution, Messrs. Walker and Fearon.

Special joint committee to continue the investigation and simplification of Civil Practice, pursuant to concurrent resolution, Messrs. Walker and Fearon.
