A List of the Names of persons who have made application to be placed upon the Pension Roll, or for an increase of Pension, &c.

SIR: Agreeably to the provisions of the joint resolution of Congress of May 29th, 1830, I have the honor to transmit, herewith, a list of persons who have made application to be placed upon the pension rolls, or for an increase of pension, respectively.

For the construction placed by this department upon the resolution, I beg leave respectfully to refer to the Secretary of War's report of the 5th January, 1831, document No. 31, of the House of Representatives, 2d session, 21st Congress.

Pension Office, December 17, 1832. SIR: By a resolution of Congress, (No. 7,) which was passed on the 29th May, 1830, it is made the duty of the Secretary of War to present, at each session of Congress, to the Senate and House of Representatives, a several list of such persons, whether revolutionary, invalid, or otherwise, as shall have made application for a pension, or an increase of pension; and as, in his opinion, ought to be placed upon the pension roll, or otherwise provided for, and for doing which he has no sufficient power or authority: with the names and residence of such persons, the capacity in which they served, the degree of relief proposed, and a brief statement of the grounds thereof, to the end that Congress may consider the same. As some difficulty arises as to the true interpretation of the resolution, it is deemed proper to state to you, that all claims for pensions, when provided for by law, and supported by the requisite proof, are admitted. Such as are provided for by law, and are not substantiated by the necessary evidence, are not allowed, and the applicants are required to exhibit the usual testimony: and such claims as are not embraced by any act of Congress are absolutely rejected.

Among the latter class, there are on file in this office the papers in sup port of one hundred and eighty-five claims, which have been acted on since the report of December, 1831. These papers have been examined, and from them I have made statements, which will show the names, rank, and residence, of the persons claiming, the nature of the claims, and reasons for rejecting the same; and they are herewith submitted to you, to the end that the object contemplated by the resolution may be effected.

The list marked A,,contains the names of fifty-three persons, fifty of whom have been rejected under the act of March 18, 1818; and the remain ing three have been rejected under the various laws in relation to invalid pensioners.

The list marked B, contains the names of one hundred and thirty-two persons, whose claims for revolutionary service, under the act of June 7, 1832, have been rejected.
