FINANCE ACCOUNTS.

The Finance Accounts of the United Kingdom of Great Britain and Ireland for the Financial Year 1861-62, ended 31st March, 1862.

THE whole financial operations of the Lords Commissioners of her Majesty's Treasury in connection with the income and expenditure of the United Kingdom between the 1st April, 1861, and 31st March, 1862, was as follows:-The balance in the Exchequer on the 31st March, 1861, was 6,672,1321. 28. 10d.; the revenue during the year was 69,674,4787. 19s. 11d.; repayment of advances 1,559,305l. 78. 1d.; money raised by creation of additional debt 970,000l.; Exchequer Bills issued 12,899,400.; temporary advances received 10,976,9321. 3s. 2d.: total receipts 102,752,2481. 138. The expenditure was as follows:-The interest of the debt 26,142,6061. 6d. ; civil list and miscellaneous charges 2,915,5721. 6s. 4d.; army, militia, civil services, &c. 43,028,3067. 16s. 7d.; advance by way of loan 1,305,476l. 2s. 2d.; redemption of funded debt 24,1797. 10s. 9d.; redemption of unfunded debt 13,070,500l.; temporary advances repaid 10,976,932l. 3s. 2d.; leaving a balance in the Exchequer of 5,288,675l. 13s. 6d. : total 102,752,2487. 138.

The accounts of the income of Great Britain and Ireland, and of the United Kingdom respectively, were as follow:-The total income, including balances, amounted, for Great Britain, to 65,491,128. 118. ; for Ireland, 7,084,348/. 118. 4d.: total, United Kingdom, 72,575,4771. 28. 4d. The gross public income in the year ended 30th June, 1861, was 72,899,326. 48. 10d.; 30th September, 1861, 71,251,676l. 8s. 7d.; 31st December, 70,818,058. 198. 6d. ; and 31st March, 1861, 72,086,4857. 38. 5d. The net public income amounted as follows:-Year ended 30th June, 1861, 68,349,730, 10s. 10d.; 30th September, 1861, 66,579,570l. 2s. 3d.; 31st December, 1861,66,120,091. 178. 7d.; 31st March, 1862, 67,386,904l. 28. 2d. The public expenditure, including the salaries, &c., of revenue departments, was in the year ended 30th June, 1861, 72,899,326l. 48. 10d.; 30th September, 1861, 71,251,676l. 8s. 7d.; 31st December, 1861, 70,818,058. 19s. 6d.; 31st March, 1862, 72,086,485l. 38. 5d. And exclusive of such expenditure for the collection and management of the revenue departments for the year ended 30th June, 1861, 68,349,7007. 10s. 10d.; 30th September, 1861, 66,579,570l. 28. 3d.; 31st December, 1861, 66,120,0917. 178. 7d.; 31st March, 1862, 67,386,904l. 28. 2d.

The account of the Consolidated Fund was as follows:-The total income applicable to the Consolidated Fund was 69,674,478l. 19s. 10d.; money raised by creation of annuities 970,0004; repayment on account of advances made for the purchase of bullion 1,559,305l. 78. Id.; Exchequer Ways and Means Bill 1,000,000l. total 73,203,7847. 78.; the payments with interest of debt amounted to 25,812,955l. 68. 11d.; civil lists and other charges 1,945,572l. 68. 4d. ; expense of fortifications 970,000l.; advance for purchase of bullion 1,305,476l. 2s. 2d.; Exchequer ways and means bills 1,000,000l. total 31,034,003l. 158. 5d., leaving a surplus of 42,169,780. 118. 7d. The sums voted for the general collection of the public income of the United Kingdom, for the expense of the Post-office packet service, and for superannuations of the revenue departments, amounted in all to 5,724,2381. The actual expenditure was 5,599,6337. 11s. 7d. The expenditure was less in the customs, inland revenue, and superannuation, but more in the Post-office and packet service, principally in contracts.

The customs revenue shewed the following items :-The gross receipts were, for Great Britain, 21,651,271l. 9d.; Ireland 2,286,500l. 14s. 2d.; United Kingdom 23,937,772l. 38. 2d. Drawbacks and bounties on goods exported, Great Britain 185,3047. 10s. 6d. ; Ireland 697. 16s. 11d.: total 185,374. 78. 5d. Repayments on over entries, damaged goods, &c., Great Britain 54,8801. 128. 11d.; Ireland 4,562. 98. total 59,442. 138. 8d. Net produce after deducting drawbacks, repayments, &c., Great Britain 21,411,0867. 5s. 7d.; Ireland 2,281,8687. 168. 6d. : total 23,692,955l. 28. 1d. Besides this there were 398,8221. 10s. 114d. balances in hands at the commencement of the year, and 249,0977. 88. 11d. advances for charges of collection outstanding on 31st March, 1861, giving a total income of 24,340,8751. Of this sum 23,674,000l. was paid into the Exchequer, 422,827. 98. remained of balances on hand, and 244,0471. 128. 11d. remained outstanding of advances for charges of collection.

The account of the inland revenues shows the following state:-On the 31st March, 1861, there were balances in hand amounting to 1,214,841. 18. 10d. The gross receipts amounted to 41,955,741l. 188. 83d.; which, deducting drawbacks, discounts, and repayments 1,465,4777. 13s. 10 d., gave a net receipt of 40,490,2641. 48. 10d., making a total income of 41,705,105l. 68. 9d.: viz., 37,346,3127. 118. 11d. for Great Britain, and 4,358,7927. 148, 94d. Ireland. Of this sum 40,447,945l. 58. was paid into the Exchequer, and 1,257,160l. 1s. 9d. were balances in the hands of the receiving officers, &c.

The accounts of the Post-office were as follows:-On the 31st March, 1861, there were balances and bills outstanding amounting to 765,3677. 188. The net receipts amounted to 3,283,2751. 5s. 7d. for Great Britain, 269,4201. 78. to Ireland; total, 3,552,695l. 12s. 8d.: giving a total income of 4,318,0621. 13s. 6d. Of this sum 3,510,000l. was paid into the Exchequer, and 808,0627. 13s. 6d. were balances in hand.

The accounts of the Woods and Forests and Land Revenues were as follow:-The balances in hand on the 1st April, 1861, amounted to 46,492l. 18. 2d. The gross receipts for the year amounted to 417,4087. 4s. ld. Of this sum 295,000l. was paid into the Exchequer, 137,1427. 58. 5d. were expended for the collection in salaries, allowances, and other payments for improvements, repairs, &c., and 31,7577. 19s. 10d. were balances in hand.

The miscellaneous receipts amounted to 1,747,533l. 148. 11d., which included many items. The fees at the House of Commons amounted to 79,015. The trustees of the King of the Belgians repaid 36,000l. The old stores sold were, army stores 363,045l., navy stores 191,952l. 17s. ld.; total, 554,9987. 78. 1d. Seignorage upon silver and copper coinage at the Mint 69,580l. 98. Proceeds of sale of books, waste papers, &c. 21,0797. 188. 1d. Income of London Gazette 19,499l., Edinburgh Gazette 3,6687. 188., Dublin Gazette 1,310l. 158. Conscience money 7,573. China indemnity 266,000l.

The sum paid in the year ended 31st March, 1862, in respect of the public funded debt for interest and management was 23,703,7374. 178. 5d., for terminable annuities 1,837,9671. 188. 9d. The sum paid for management was as follows: charge on 600,000,000l., at 340l. per million, 204,000l.; on 136,278,362l. 3s. 6d., at 300l. per million, 40,8837. 10s. 2d.: total, 244,8837. 10s. 2d. Deduct, for payment from the Bank, 188,0787., there remains 56,805l. 10s. 2d. Management of the South Sea Company capital (3,328,300l.), and on the original Bank capital (3,200,0007.),

1,964. 148. 4d. Total paid to the Bank of England 58,770l. 48. 6d. Expenses of the National Debt office 12,000l. Total 70,770l. 48. 6d.

During the year there were paid 600,9007. for interest of Exchequer Bills and Exchequer Bonds.

The sums appropriated to the charge of the Civil List was 404,260l. 10s. 10d. The salaries and allowances paid out of the Consolidated Fund amounted in all to 155,859. 1s. Id., and it included the salary of the Speaker of the House of Commons 5,000l., of the comptroller of the Exchequer 2,000l., of the four audit commissioners 5,100l. in all, lunacy commission 9,800l., Scotch clergy 17,0391., clergy West Indies 20,300l., Lord Lieutenant of Ireland 21,000l.

The miscellaneous services paid out of the Consolidated Fund amounted to 1,172,276. 10s. 7d., including interest of the Russian Dutch loan 78,9937., interest on Greek loan 47,2137., Greenwich Hospital 20,000l., secret service 10,000l., fortifications 970,000l., &c.

The allowances for the purchase of bullion and for local public works amounted to 1,305,4761.

The account of the Public Works Loan Commissioners show the following items:-The issues to the commissioners to 31st March, 1862, amounted to 14,992,378. 9s. 9d. The advances amounted to 14,267,181. 9s. 9d., leaving a balance of 725,1971. The advances were for baths and washhouses, bridges and ferries, burial boards, canals, rivers, and drainage, churches and parochial chapels, collieries and mines, fisheries, improvements of cities and towns, law courts, lunatic asylums, railways, roads, Thames Tunnel, workhouses, &c. The Commissioners of Public Works in Ireland advanced 10,917,016l. 128. 1d. for drainage, land improvement, repairs of roads, &c. Of this sum there was repaid into the Exchequer 4,782,9581. 5s. 5d. The Paymaster-General, Dublin, advanced by way of loan 12,688,354l. 7s. 8d., of which the sum of 5,251,7827. 188. 7d. was repaid into the Exchequer.

The annuities and pensions paid out of the Consolidated Fund were as follow :

ANNUITIES TO THE ROYAL FAMILY.

The Trustees of his Royal Highness Leopold George, Prince of Saxe Coburg, now King of
the Belgians, 50,0Col. Of this sum 36,000l. has been repaid to the Exchequer.
Her Royal Highness the Duchess of Kent, to March 16, 1861, 5,833l. 6s. 8d.
Her Royal Highness the Duchess of Cambridge, 6,000l.

His Royal Highness Prince Albert of Saxe Coburg and Gotha, to December 14, 1861, 28,1037. 98.

Her Royal Highness the Princess Augusta, Duchess of Mecklenburgh Strelitz, 3,000l.

His Royal Highness the Duke of Cambridge, 12,000l.

Her Royal Highness the Princess Mary of Cambridge, 3,000l.

PENSIONS FOR NAVAL AND MILITARY SERVICES.

Lord Rodney and Dowager Lady Rodney (to all and every the heirs male to whom the title of Lord Rodney shall descend), 1,000l. each.

Earl Morley, in trust for Earl Amherst (to the representatives of Jeffery Earl Amherst), 3,000l.
