INTRODUCTION

is the literal truth that if I could choose only one book to be put in the hand of every man and woman in the United States at this time, I would choose the book of Professor William Herbert Hobbs. The book does not deal with the military operations of the war, but it states with entire truthfulness and fairness and with a fearlessness and deep insight which are beyond praise, exactly what the conditions are that have made Germany a menace and horror to the whole world; exactly what the conditions are that led to this nation's culpable failure to perform its duty during the first two and a half years of the world war; and exactly what is most needed at the present moment from this nation in order that it may do its national and international duty.

When I say that this book tells the truth I especially allude to the fearlessness with which the writer tells all, or almost all, of the whole truth-without which the half truth may be the veriest falsehood. I am not vouching for the accuracy of every detail of fact— there are one or two unimportant items I could myself point out as erroneous.'
