Mr. Morrison moved to amend the amendment proposed by Mr. Blount by striking out the figures "20" and inserting in lieu thereof the figures "22";

Mr. Beach moved to recommit the pending resolution to the Committee on Ways and Means, with instructions so to amend the same as to provide that when the Senate and House of Representatives adjourn on Wednesday, the 24th instant, it be to meet on Friday, the 26th instant; which motion was disagreed to.

The question recurring upon the amendment proposed by Mr. Morrison to the amendment proposed by Mr. Blount,

Mr. Morrison, by unanimous consent, withdrew his said amendment. The question recurring upon the amendment proposed by Mr. Blount to the resolution reported from the Committee on Ways and Means, the same was agreed to, and the resolution as thus amended was also agreed to.

Mr. Blount moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said resolution.

On motion of Mr. Thomas M. Browne, by unanimous consent, Ordered, That the bill of the House (H. R. 5667) granting pensions to the soldiers and sailors of the Mexican war, and for other purposes, with amendments of the Senate thereto, be reprinted for the use of the House.

Mr. Peters, from the Committee on Enrolled Bills, reported that the Committee had examined and found duly enrolled bills and a joint resolution of the following titles, viz:

S. 2041. An act granting the right of way to the city of Newport, Rhode Island, over the breakwater of Goat Island;

S. 2402. An act authorizing the Secretary of State to procure duplicates of certain French and American medals; and

S. Res. 101. A joint resolution in relation to the ceremonies to be authorized upon the completion of the Washington Monument;

Mr. Reagan, as a privileged question, called up, and the House then proceeded, under the special order of March 1, ultimo, to the further consideration of, the bill of the House (H. R. 5461) to establish a board of commissioners of inter-State commerce, and to regulate such commerce, pending when the House adjourned on Thursday last, the pending question being upon the adoption of the amendment submitted by Mr. Reagan to strike out the last seven sections of the said bill; Pending which,

A message from the Senate, by Mr. McCook, their Secretary:

Mr. Speaker: The Senate have passed without amendment the joint resolution of the House (H. Res. 300) to pay the officers and employés of the Senate and House of Representatives their respective salaries for the month of December, 1884, on the 20th day of said month.

The Senate have passed bills and a joint resolution of the following titles, in which I am directed to request the concurrence of the House of Representatives, viz:

S. 2376. An act for the relief of Joseph F. Wilson.

S. 2455. An act to repeal section 311 of the Revised Statutes of the United States.

S. Res. 100. A joint resolution authorizing the printing of certain naval and military reports.

After further debate upon the pending bill,

The question then being upon the motion of Mr. Reagan to strike out all after the seventh section, the same was agreed to.

The House then proceeded, under its previous order, to the further consideration of the pending bill, under the five-minute rule as to debate.

When

Mr. Charles O'Neill submitted an amendment to section 1; which was disagreed to.

Mr. Hopkins submitted the following amendment to section 1; which was agreed to, viz;

In line 5, after the word "railroad," insert the words or by pipe line or lines, so that it will read :

That it shall be unlawful for any person or persons engaged alone or associated with others in the transportation of property by railroad, or by pipe line or lines, from one State or Territory, &c.

Mr. Budd submitted the following amendment to section 1; which was agreed to, viz:

Amend by inserting after the word "is," in the ninth line, the words by him or them, so that it will read:

From any person or persons any greater or less rate or amount of freight compensation or reward than is by him or them charged to or received from, &c.

The question then being upon the following amendment submitted by Mr. O'Hara, viz:

Insert after the word "reasonable," in section 1, line 13, the fol lowing:

And any person or persons having purchased a ticket to be conveyed from one State to another, or paid the required fare, shall receive the same treatment and be afforded equal facilities and accommodations as are furnished all other persons holding tickets of the same class without discrimination,

The Speaker pro tempore, by unanimous consent, laid before the House a letter from the Secretary of War, transmitting, in response to a resolution of the House, the report of the International Polar Expedition to Point Barrow, Alaska; which was referred to the Committee on Naval Affairs and ordered to be printed.

By unanimous consent, leave of absence was granted as follows, viz: To Mr. Muller, for one week; and

To Mr. Slocum, for five days.

The Speaker pro tempore having laid before the House the following order, the same was read and agreed to, viz:
