On motion of Mr. Talbott, by unanimous consent, the bill of the Senate (S. 491) for the relief of John W. Franklin, executor of the last will of John Armfield, deceased, was taken from the Speaker's table, read three times, and passed.

Mr. Talbott moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk acquaint the Senate therewith.

On motion of Mr. Long, by unanimous consent, the Committee of the Whole House was discharged from the further consideration of the bill of the House (H. R. 754) for the relief of Nathan G. Dunphe, of Bridge

water, in the State of Massachusetts, reported with amendments from the Committee on War Claims on the 13th day of June last.

The House having, by unanimous consent, proceeded to the consid eration of said bill and amendments, the said amendments were severally agreed to, and the bill as thus amended engrossed, read the third time, and passed.

Mr. Long moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the title be amended so as to read as follows, viz: “A bill for the relief of Nathan H. Dunphe, of Bridgewater, in the State of Massachusetts."

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

Mr. Perkins, from the Committee on Enrolled Bills, reported that the committee had examined and found duly enrolled bills of the following titles, viz:

H. R. 4539. An act to issue American papers to the lighter or barge Pirate, now at New York;

The Speaker, by unanimous consent, laid before the House a communication from the Secretary of War, transmitting a letter from the Chief of Engineers, inclosing report of Board of Engineers of a preliminary survey for a harbor of refuge at Ludington, Michigan; which was referred to the Committee on Rivers and Harbors and ordered to be printed.

The Speaker announced the appointment of Mr. Williams as a member of the Committee on Ventilation and Acoustics, in place of Mr. Shelley.

The Speaker also announced the appointment of Mr. Tucker and Mr. Ryan to fill vacancies in the offices of directors, on the part of the House, of the Columbia Institution for the Deaf and Dumb.

By unanimous consent, leave of absence was granted Mr. Charles A. Sumner until Monday next.

Mr. Hutchins moved that business of a private nature be dispensed with for to-day; which motion was disagreed to, two-thirds not voting in favor thereof.

The Speaker then proceeded, at 12 o'clock and 30 minutes p. m., as the regular order of business, to call the committees for reports of a private nature;

Mr. George E. Adams, from the Committee on Banking and Currency, to which was referred the bill of the House (H. R. 7768) to authorize the National Bank of Bloomington, Illinois, to change its name to the First National Bank of Bloomington, Illinois, reported the same with amendments, accompanied by a report (No. 2192) in writing thereon. Ordered, That said bill, amendments, and report be referred to the Committee of the Whole House and printed.

Mr. Herbert, from the Committee on Ways and Means, to which was referred the bill of the House (H. R. 4598) for the relief of Richard C. Ridgway and others, reported a substitute therefor, with a report (No. 2193) in writing thereon; which said bill (H. R. 7875), with the same

title, was read twice and, with said report, referred to the Committee of the Whole House and ordered to be printed.

Ordered, That said bill (H. R. 4598) lie on the table.

On motion of Mr. Clements, the Committee on Foreign Affairs was discharged from the further consideration of the joint resolution of the House (H. Res. 76) to authorize the Secretary of State to reimburse Sam. C. Reed for certain expenditures, and the same was ordered to lie on the table.

Mr. John M. Taylor, from the Committee on the Post-Office and PostRoads, to which was referred the bill of the House (H. R. 6836) for the relief of William H. Randle, reported the same without amendment, accompanied by a report (No. 2195) in writing thereon.
