Mr. Dorsheimer, as a privileged question, from the joint commission of the two Houses on the ceremonies to be observed upon the dedication of the Washington Monument, submitted a report thereon, accompanied by the following resolution; which was read, considered, and agreed to, viz:

Resolved, That the order of proceedings adopted by the commission appointed under the joint resolution of Congress approved May 13, 1884, for the dedication of the Washington Monument on the 21st day of February next, is approved, and that the officers of this House are charged with the duty of carrying out the same under the direction of the said commission.

Mr. Dorsheimer moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the said order of proceedings be printed in the Record. Mr. Clay, by unanimous consent, from the Committee on the Law respecting the Election of President and Vice-President, reported the following resolution; which was read, considered, and agreed to, viz:

Resolved by the House of Representatives (the Senate concurring), That the two Houses of Congress shall assemble in the Hall of the House of Representatives at 12 o'clock noon, on the 11th day of February, 1885, pursuant to the requirements of the Constitution and laws relating to the election of President and Vice-President of the United States, and the President of the Senate shall be the presiding officer.

That one person be appointed teller on the part of the Senate, and two persons appointed tellers on the part of the House of Representatives, to make a list of the votes as they shall be declared.

That the result shall be delivered to the President of the Senate, who shall announce the state of the vote and the persons elected to the two Houses assembled as aforesaid; which shall be deemed a declaration of
