By Mr. Payson: A joint resolution of the legislature of Illinois, relative to the opening of the Oklahoma lands to homestead settlement; to the Committee on the Public Lands.

By Mr. Peters: A concurrent resolution of the legislature of the State of Kansas, in favor of an appropriation for resurveys of certain public lands in Kansas; to the Committee on Appropriations.

By Mr. Stevens: A concurrent resolution of the legislature of the State of New York, in favor of the passage by the House of the Senate bill "to authorize an additional appointment on the retired list of the Army"; to the Committee on Military Affairs.

By Mr. Everhart: A joint resolution of the legislature of the State of Pennsylvania, urging the passage of the Mexican war pension bill with Senate amendments; to the Committee on Pensions.

By Mr. Singiser: A memorial of the legislative assembly of the Territory of Idaho, against the repeal of the desert-land act; to the Committee on the Public Lands.

Also, a memorial of the legislative assembly of the Territory of Idaho, in favor of attaching the northern counties of that Territory to Washington; to the Committee on the Territories.

By Mr. Dunham: A joint resolution of the legislature of the State of Illinois, relative to the Portage Lake Improvement Company; to the Committee on Rivers and Harbors.

By Mr. Milliken: Resolutions of the legislature of the State of Maine, in favor of restoring General U. S. Grant to his rank of General of the Army on the retired list; to the Committee on Military Affairs.

Mr. Abram S. Hewitt: A resolution of the legislature of New York, in regard to bridges between New Jersey and New York; to the Com mittee on Commerce.

Mr. Seymour, by unanimous consent, from the Committee on Commerce, to which was referred the bill of the House (H. R. 8102) to give the assent of Congress to the construction of a railroad bridge by the East and Middle Tennessee Railroad Company over the Cumberland and Caney Fork Rivers, reported a substitute therefor, accompanied by a report (No. 2629) in writing thereon; which said substitute (H. R. 8272), with the same title, was read twice and, with the accompanying report, referred to the House Calendar and ordered to be printed. Ordered, That said bill (H. R. 8102) lie on the table.

By unanimous consent, leave of absence was granted Mr. Glascock for to-day.

On motion of Mr. Randall, by unanimous consent, business relating to the District of Columbia was dispensed with for the day.

On motion of Mr. Willis, by unanimous consent,

Ordered, That at 6 o'clock p. m. the Speaker declare the House in recess until 8 o'clock p. m., the evening session to be devoted to the consideration of business indicated by the Committee on the District of Columbia.

Mr. Peters, from the Committee on Eurolled Bills, reported that the committee did, on the 21st instant, present to the President of the United States bills of the House numbered, respectively, H. R. 3258, H. R. 7584, H. R. 7585, H. R. 7857.

A message from the Senate, by Mr. McCook, their Secretary:

Mr. Speaker: The Senate have passed without amendment the bill of the House (H. R. 483) for the erection of a public building at Keokuk, Iowa.

The Senate have agreed to the amendment of the House to the bill of the Senate (S. 194) to authorize the Secretary of the Treasury to convey land in Providence, Rhode Island, for highway purposes.

The Senate have passed a bill (S. 1886) to quiet title of settlers on the Des Moines River lands in the State of Iowa, and for other pur poses, in which I am directed to request the concurrence of the House of Representatives.

Mr. Randall, as a privileged question, moved that the House resolve itself into the Committee of the Whole House on the state of the Union for the purpose of considering general appropriation bills,

And the question being put, viz:

Will the House agree thereto ?

So the motion was agreed to, and the House accordingly resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein the Speaker resumed the chair, and Mr. Wellborn reported that the committee, having had under consideration the bill of the House (H. R. 8239) making appropriation for the naval service for the fiscal year ending June 30, 1886, and for other purposes, had directed him to report the same with sundry amendments, and a recommendation that the bill as thus amended do pass.

The House having proceeded to their consideration, and the question being upon agreeing to the said amendments;

Pending which,

On motion of Mr. Randall, the previous question was ordered. The amendments reported from the Committee of the Whole House were then severally agreed to, by unanimous consent, except the following, viz:

To complete the construction of steel cruisers of not less than 5,000 nor more than 6,000 tons displacement, and the armament therefor, authorized by act of Congress August 5, 1882, one million seven hundred and eighty thousand dollars, or so much thereof as may be necessary.

Mr. Randall moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

The question then being upon the passage of the bill;
