TREASURY DEPARTMENT, July 1, 1904.

SIR: On the exportation of hack-saw blades manufactured by the L. S. Starrett Company, of Athol, Mass., from imported sheet and ribbon or strip steel, a drawback will be allowed equal in amount to the duties paid on the imported materials so used, less the legal deduction of 1 per cent.

In liquidation, the amount of imported sheet and ribbon or strip steel, which may be taken as the basis for the allowance of drawback, may equal the quantities consumed as declared in the drawback ́entry, provided that in no case shall such amount exceed in weight the net weight of the saw blades in condition as exported with 10 per cent of such exported weight added thereto to. compensate for loss incident to manufacture.

Respectfully,
(7073.)
