tion 1, chapter 701, Laws of 1904, providing that
the fire commissioner of New York city may ap-
point as a member of the uniformed force, any
person who has been for three years and now is
on the pay-roll of any company of the fire de-
partment, in the capacity of acting engineer or
acting assistant engineer or a licensed fireman, or
a marine stoker or a pilot having a United States
government license as a chief engineer of a steam
vessel of not less than 500 tons register or hav-
ing a first class United States government pilot
license of a vessel of not less than 500 tons
register.

three to five the number of tiers of beams below

properly and substantially fenced or covered,
ladders, runways or temporary stairways to be
erected and maintained as a means of reaching
or going from floor to floor and to be available
for use until permanent stairways have been
erected. (Same as S. 1387.)
