DEAR SIR: Enclosed we send you copy of complaint from the citizens at and about Kinard's, on the Laurens Railroad, upon the subject of depot accommodations, prepayments of freights, passenger rates, &c. We ask your attention to, and request your compliance with, the objects of the petition as far as practicable, and beg to hear from you on the subject at your earliest convenience.

GENTLEMEN: In answer to your letter of recent date The petition from Kinard's requires much the same answer. Every flag station on the lines would prefer a depot and an agent. I have several applications to this effect on the C., C. & A. Railroad, and from places which greatly exceed Kinard's in amount of business done. The railroad company complies with these requests as rapidly as it can with justice to itself and the rights of others concerned. But I would call to the attention of the Board to what is obvious: that a depot and an agency will consume the entire net earnings of many such stations, and it is im

practicable to establish them without inflicting direct loss to the company and consequent injury to the public. I submit that the establishment and maintenance of depots and agencies should be left to the railroad companies.

GENTLEMEN: In response to yours of the 23d inst., I beg to say * * As to passenger rates from Kinard's, I have to say that the same charge is made from that and all flag stations at regular rate, (4 cents) four cents per mile, and no extra charge by Conductors, but "round trip" tickets can only be bought from Agents; Conductors cannot be allowed to sell them.

OFFICE OF RAILROAD COMMISSIONERS, COLUMBIA, S. C., March 27, 1883. MESSRS. H. O. HENSON, W. W. SUMMER AND OTHERS, Kinard's, S. C. GENTLEMEN: We send you the following extracts from the correspondence of President Haskell on the matter of your petition:

"The petition from Kinard's requires very much the same answer. Every flag station on the line would prefer a depot and an agent. have several applications to this effect on the C., C. & A. R. For the reasons given by President Haskell and on account of the proximity of Kinard's to Martin's (3 miles) and Jalapa (6 miles), we do not feel warranted in requiring the building of a depot and the appointment of an Agent at your place.

It appears that there is no difference in the passenger fare charged except for round trip" tickets, which, by rule of all railroads are only sold at stations where there is an Agent.
