CIRCULARS OF THE COMMISSION.

[Circular No. 1.]

OFFICE OF THE RAILROAD COMMISSION OF SOUTH CAROLINA,

COLUMBIA, S. C., June 28, 1883.

In accordance with the requirements of the General Railroad Act, this Commission has prepared for the railroads of the State rules and regulations and a Standard Schedule of rates and classification, which will be found enclosed with this. This Standard Schedule will be varied in proper cases to suit peculiarities in the location, condition and business of any road that may appear to the Commission entitled to a special adjustment. It is the present purpose of the Commission to effect special adjustments by allowing the railroads entitled thereto a definite percentage of variation from the rates of the Standard Schedule. In order to obtain all possible information as to the cases in which special adjustments should be made and as to the percentage of variation to be allowed in each case, this Commission invites and requests such facts and observations as you may be able to furnish with a view to the objects stated.

All communications in reply to this circular must be placed with the Secretary before the 10th of July, in order to be considered.

Upon a careful consideration of the very complete arguments and reports made to the Commission by the different railroads in the State, the relation of each road to the "Standard Freight Tariff" has been fixed as follows:

1. Atlanta and Charlotte Air Line Railway.

South Carolina Railway.

Barnwell Railroad.

On these roads the Commissioners' "Standard Freight Tariff" applies as a maximum.

2. Charlotte, Columbia and Augusta Railroad.

Cheraw and Darlington Railroad.
Cheraw and Salisbury Railroad.

Central Railroad of South Carolina.
Northeastern Railroad.

Wilmington, Columbia and Augusta Railroad.

On these roads, upon Classes 1, 2, 3, 4, 5, 6, A, B, E, G and H, the maximum rates for any distance shall be those fixed by the "Standard Freight Tariff" for a distance ten (10) miles greater; that is to say, these roads may charge the twenty (20) mile rates for a carriage of ten (10) miles and so on. In other classes, namely, C, D, F, J, K, L, M, N, O, P and R, the maximum rates shall conform to the "Standard Freight Tariff."

3. Augusta and Knoxville Railroad.

Port Royal and Augusta Railway.

On these roads, upon Classes 1, 2, 3, 4, 5, 6, A, B, E, G and H, the maximum rates for any distance shall be those fixed by the "Standard Freight Tariff" for a distance twenty (20) miles greater. In other classes, namely, C, D, F, J, K, L, M, N, O, P and R, the maximum rates shall conform to the "Standard Freight Tariff."

4. Columbia and Greenville Railroad and its branches. Laurens Railway.

Spartanburg, Union and Columbia Railroad.

On these roads, upon Classes 1, 2, 3, 4, 5, 6, A, B, E, G and H, the maximum rates for any distance shall be those fixed by the "Standard Freight Tariff" for a distance twenty (20) miles greater. Upon Class J the maximum rate for any distance shall be that fixed by the "Standard Freight Tariff" for a distance of ten (10) miles greater. In other classes, namely, C, D, F, K, L, M, N, O, P and R, the maximum rates shall conform to the "Standard Freight Tariff."

5. Charleston and Savannah Railway.

Ashley River Railroad.

On these roads, upon Classes 1, 2, 3, 4, 5, 6, A, B, E, G and H, the maximum rates for ten (10) miles shall be those fixed by the "Standard Freight Tariff" for twenty (20) miles, and upon the same classes for twenty (20) miles and over the rates fixed by the "Standard Freight Tariff" for a distance thirty (30) miles greater. In other classes, namely, C, D, F, J, K, L, M, N, O, P and R, the maximum rates shall conform to the "Standard Freight Tariff.”

6. Asheville and Spartanburg Railroad.

On this road, upon Classes 1, 2, 3, 4, 5, 6, A, B, E, G and H, the

maximum rates for any distance shall be those fixed by the "Standard Freight Tariff" for a distance thirty (30) miles greater. In other classes, namely, C, D, F, J, K, L, M, N, O, P and R, the maximum rates shall conform to the "Standard Freight Tariff."

7. Cheraw and Chester Railroad (narrow gauge.)

Chester and Lenoir Railroad (narrow gauge.)

On these roads, upon Classes 1, 2, 3, 4, 5, 6, A, B, C, D, E, F and H, the maximum rates for any distance shall be those fixed by the "Standard Freight Tariff" for a distance ten (10) miles greater. On Class L the maximum rates shall be fifty (50) per cent. greater than the rates fixed by the "Standard Freight Tariff" for that class. On Classes N, O and P the maximum rates for a car load of 10,000 pounds shall be sixty (60) per cent. of the rates fixed by "Standard Freight Tariff" for a car load of 20,000 pounds. In other classes, namely, G, J, K, M and R, the maximum rates shall conform to the "Standard Freight Tariff." By order of the Board.

For the purpose of fixing Passenger Rates, the Railroads in this State are divided into three Classes, as follows:

CLASS "A."

Atlanta and Charlotte Air Line Railway.
Central Railroad of South Carolina.

Charlotte, Columbia and Augusta Railroad.
Northeastern Railroad.

South Carolina Railway.

Wilmington, Columbia and Augusta Railroad.

Asheley River Railroad.

CLASS "B."

Charleston and Savannah Railway.
Cheraw and Darlington Railroad.
Cheraw and Salisbury Railroad.
Columbia and Greenville Railroad.

Laureus Railway.

Port Royal and Augusta Railway.

Spartanburg, Union and Columbia Railroad.

CLASS "C."

Asheville and Spartanburg Railroad.

Augusta and Knoxville Railroad.

Cheraw and Chester Railroad.

Chester and Lenoir Railroad.

The maximum rate for any one passenger with 100 pounds of baggage on roads in Class "A" shall be three (3) cents per mile; in Class "B," three and a half (31) cents, and in Class "C" four (4) cents; and for children over five (5) and under twelve (12) years of age half of the above rates, except as provided in Passenger Rules 1 and 2.

Freight Rule 3 shall apply in the following cases:

1. To all freight passing from one point to another anywhere on the Columbia and Greenville Railroad and its branches, the Laurens Railway and the Spartanburg, Union and Columbia Railroad.

2. To all freight passing from one point to another anywhere on the South Carolina Railway and its branches and the Barnwell Railroad.

3. To all freight between points located either on the Wilmington, Columbia and Augusta Railroad or on the Northeastern Railroad and points on the Central Railroad, and also to freight passing from any

point on either of these roads to any point on either of the other two via the third.

4. To all freight passing from one point to another anywhere on the Charleston and Savannah Railway and the Ashley River Railroad, and also to freight passing from any point on either of these roads via the Northeastern Railroad to and from Charleston.

The maximum rate allowed on rosin on all railroads in this State shall be 10 per cent. less than the rate on Class "K" of "Standard Freight Tariff."

COLUMBIA, S. C., September 12, 1883.

1. Until further notice the railroads in the State may use the Classification of the Southern Railway and Steamship Association for freight coming from or going beyond the limits of the State.

2. All through and joint rates now in force will so continue until further notice.

3. Copies of all tariffs, whether of local, joint or through rates, must be forwarded to the Commission as soon as issued. Each company will number its tariff consecutively, and designate their class by an initial letter, namely, L for local, J for joint, and T for through. Through and
