To assist the Congress in appraising the administration of the laws and in developing such amendments or related legislation as it may deem necessary, each standing committee of the Senate and the House of Representatives shall exercise continuous watchfulness of the execution by the administrative agencies concerned of any laws, the subject matter of which is within the jurisdiction of such committee; and, for that purpose, shall study all pertinent reports and data submitted to the Congress by the agencies in the executive branch of the Government. PREFACE The Committee on Un-American Activities herewith presents the second volume in a series entitled Facts on Communism. The series aims toward a comprehensive treatment of communism in both its theoretical and practical aspects, and is the result of collaboration between the Committee's research staff and eminent scholars who are specialists on various phases of communism. Succeeding volumes which are now in process will be published when completed. In issuing Volume II, which focuses on the history of the Soviet Union from Lenin to Khrushchev, the Committee makes special acknowledgment to Dr. David J.
