of duty than 50 per cent. ad valorem. Handkerchiefs... Handkerchiefs or mufiers composed wholly
or in part of silk, whether in the piece or otherwise, finished or unfinished, if not hemmed or bemmed only, shall pay the same rate of duty as is imposed on goods in the piece of the same description, weight, and condition as provided for in this schedule ; but such handkerchiefs or muf. flers shall not pay a less rate of duty than 50 per cent.; if such handkerchiefs or mufiers are hemstitched or imitation hemstitched, or revered, or have drawn threads, or are embroidered in any manner, whether with an initial letter, monogram, or otherwise, by hand or machinery, or are tamboured, appliqued, or are made or trimmed wholly or in part with lace, or with tucking or insertion, they shall pay a duty of 10 per cent. in addi tion to the duty hereinbefore prescribed, and
in no case less than 60 per cent. Webbing, goring, suspenders, . braces, beltings,
braids, bindings, galloons, fringes, cords, and tassels, elastic or nonelastic... Bandings, including hatbands, bindings, beltings,

Laces, and articles made wholly or in part of lace,
edgings, insertings, galloons, chiffon, or other flouncings, nots or nettings and veilings, neck rufilings, ruchings, braids, fringes, trimmings, embroideries, and articles embroidered by hand or machinery, or tamboured or appliqued, cloth. ing, ready-made, and articles of wearing apparel of every description, including knit goods, made up or manufactured in whole or in part by the tailor, seamstress, or manufacturer ; all of the above named articles made of silk, or of which silk is the component material of chief value, not specially provided for in this act, and silk goods ornamented with beads or spangles, of
whatever material composed.. Provided, That any wearing apparel or other
articles provided for in this paragraph (except gloves), when composed in part of india-rubber,
shall be subject to a duty of.. All other manufactures, not specially provided
component material of chief value, including such as have india-rubber as a component material, not specially provided for in this act, and all Jacquard figured goods in the piece, made on looms, of which silk is the component material of chief value, dyed in the yarn, and containing two or more colors in the filling, 50 per cent. ad valorem : Provided, That all manufactures of which wool is a component material shall be classified and assessed for duty as manufactures
of wool. In ascertaining the weight of silk under the pro
visions of this schedule, the weight shall be taken in the condition in which found in the goods, without deduction therefrom for any dye, coloring matter, or other foreign substance or material.
