Mr. Mason, from the Committee on the Library, to whom was referred, the 14th December, a resolution "that the Secretary be directed to furnish each member of the Senate, who has not already received them, the same number of copies of the constitution and other books ordered to be furnished to the Senators by the resolutions of February 18, 1847," reported the same without amend

ment.

Agreeably to notice, Mr. Walker asked and obtained leave to bring in a bill (S. 463) concerning lands lying between the meander line and middle of meandered rivers; which was read the first and second times by unanimous consent, and referred to the Committee on Public Lands.

Agreeably to notice, Mr. Dodge, of Iowa, asked and obtained leave to bring in a bill (S. 464) for the relief of Moses Meeker and David G. Bates; which was read the first and second times by unanimous consent, and referred to the Committee of Claims.

Mr. Davis, of Mississippi, from the Committee on Military Affairs, to whom was referred the resolution (S. R. 56) authorizing the Secretary of War to furnish arms and ammunition to persons emigrating to the Territories of Oregon, California, and New Mexico, reported it without amendment.

Mr. Butler, from the Committee on the Judiciary, to whom were referred the amendments of the House of Representatives to the bill (S. 20) concerning testimony, reported thereon.

The Senate proceeded to consider the amendments of the House of Representatives to the bill last mentioned; and,

Resolved, That they concur therein.

Ordered, That the Secretary notify the House of Representatives accordingly.

A message from the House of Representatives, by Mr. Campbell, their Clerk:

Mr. President: The House of Representatives have passed a resolution (H. R. 53) authorizing a settlement of the accounts of Thos. M. Howe, late pension agent at Pittsburg upon equitable principles; in which they request the concurrence of the Senate.

They have passed a resolution for the appointment of a joint committee to wait upon Zachary Taylor, of Louisiana, and inform him that he has been duly elected President of the United States for four years, to commence on the fourth day of March, 1849, and also to wait upon Millard Fillmore, of New York, and inform him that he has been elected Vice President of the United States for four years, to commence on the fourth day of March, 1849; and appointed Mr. Barrow and Mr. Nathan K. Hall the committee on their part.

They concur in the amendment of the Senate to the bill (H. R..

766) granting five years' half-pay to certain widows and orphans of officers, non-commissioned officers, musicians, and privates, both regulars and volunteers.

They have passed the following bills from the Senate:

S. 259. An act for the relief of Nehemiah Brush;

S. 386. An act continuing the pension granted to Patrick

Walker.

I am directed to return to the Senate, in compliance with their request, the bill (S. 415) to grant the right of way across the public lands, and to dispose of said land in aid of the several States in the construction of railroads and canals.

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 346) for the relief of Samuel F. Butterworth; and On motion of Mr. Foote,

Ordered, That it be recommitted to the Committee on the Post Office and Post Roads.

Mr. Foote presented additional papers relating to the claim of Samuel F. Butterworth; which were referred to the Committee on the Post Office and Post Roads.

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 457) for the relief of Mary B. Dix; and. On motion that it lie on the table,

The Senate proceeded to consider the amendments of the House of Representatives to the bill (S. 251) for the relief of the personal representative of William A. Slacum, deceased, which amendments had been insisted upon by the House of Representatives; and On motion by Mr. Hannegan,

Resolved, That the Senate insist on their disagreement to the

said amendments, and ask a conference on the disagreeing votes of the two Houses.

On motion,

Ordered, That the committee of conference be appointed by the Vice President; and

Mr. Hannegan, Mr. Corwin, and Mr. Downs were appointed the committee.

The bill (S. 221) authorizing the renewal of a patent for the benefit of the widow and heirs at law of Timothy P. Anderson; was read the second time and considered as in Committee of the Whole; and,

FRIDAY, FEBRUARY 16, 1849.

The Vice President laid before the Senate a report of the Secretary of the Navy, communicating in compliance with a resolution of the Senate of the 8th instant, certain despatches of Commodore Robert F. Stockton, relating to the naval and military operations in California, not heretofore communicated to Congress and published; which was read.

On motion by Mr. Westcott,

Ordered, That it be printed and that five hundred additional copies be furnished for the use of the Senate.

Mr. Breese presented a petition of citizens of Winchester, Scott county, Illinois, praying that military escorts may be placed on the route between the valley of the Mississippi and California, and a permanent military post established at some point in that territory convenient to the gold region; which was referred to the Committee on Military Affairs.

Mr. Douglas presented two memorials of citizens of the United States, residing in the valley of the Mississippi, praying that military escorts may be placed on the route between that valley and California, and a permanent military post established at some point convenient to the gold region; which were referred to the Committee on Military Affairs.

Mr. Douglas presented the petition of citizens of the State of Illinois, praying the erection of a marine hospital on Rock island, in the Mississippi river; which was referred to the Committee on Commerce.

Mr. Miller presented a petition of citizens of New Jersey, praying the adoption of measures for abolishing slavery throughout the United States, and a petition of citizens of New Jersey, praying the immediate abolition of slavery and the slave trade in the District of Columbia.

Mr. Felch submitted the following resolution, which was considered by unanimous consent and agreed to:

Resolved, That the Committee on Indian Affairs be instructed to inquire into the expediencey of increasing the amount appropriated annually for the civilization of Indians, by an act of Congress, approved March 3, 1819, to fifty thousand dollars instead of ten thousand, as provided by said act.

On motion by Mr. Atchison,

Ordered, That the order of the 12th instant to print the report of the Secretary of War, made in compliance with a resolution of the Senate, in relation to Cherokee affairs, be so modified as to exclude therefrom printed document No. 298, of the first session, twenty-ninth Congress.

Mr. Niles presented a petition of citizens of New York, praying that the rates of postage may be reduced and the franking privilege abolished.

Mr. Davis, of Massachusetts, presented a report of a committee of the American Acadamy of Arts and Sciences, of Boston, approving the manner in which the operations of the coast survey have been conducted under the present superintendent, and in favor of the continuation of the work on the system now pursued. Ordered, That it lie on the table.

Mr. Atchison presented a memorial of the Legislature of the State of Missouri, praying that the inundated public lands in the southeastern portion of that State and northeastern portion of Arkansas, may be ceded to the State of Missouri on condition that they shall be reclaimed by that State.

Ordered, That it lie on the table and be printed.

Ordered, That the the executor of George Evans, deceased, have leave to withdraw his petition and papers.

Mr. Hale submitted the following resolution for consideration: Resolved, That on Thursday next, when the Senate take up the calendar of private bills, those bills to the passage of which no objection shall then be made, shall be first considered and disposed of.

Mr. Johnson, of Georgia, presented the memorial of Johnson K. Rogers, for himself and other Cherokee Indians, praying that an investigation may be instituted by Congress on the subject of cer-. tain wrongs alleged to have been suffered by those Indians through the agency of certain officers of the government.

On motion by Mr. Johnson of Georgia,

Ordered, Tat the memorial be referred to a select committee consisting of five members, to be appointed by the Vice President;

and

Mr. Johnson, of Georgia, Mr. Bell, Mr. Breese, Mr. Phelps, and Mr. Atchison were appointed the Committee.

Mr. President: The House of Representatives have passed a joint resolution (H. R. 47) for the purchase of copies of the General Navy Register and Laws; and they have passed the bill (H. R. 764) to establish the Home Department, and to provide for the Treasury Department an Assistant Secretary of the Treasury and a Commissioner of the Customs; in which joint resolution and bill they request the concurrence of the Senate.
