The Senate resumed the consideration of the report of the committee on finance on the petition of Alfred M. Carter.

On motion by Mr. Wells,

Resolved, That it be re-committed to a select committee, to consider and report thereon.

Ordered, That Mr. Williams, Mr. Talbot, and Mr. Wells, be the committee.

The bill concerning certain advances made for the public service by the city of New-York, was read a second time.

The bill in addition to an act entitled "An act in relation to the Navy Pension Fund," was read the second time.

The Senate resumed, as in committee of the whole, the consideration of the bill for the relief of Edward Wilson.

On the question-"Shall this bill be engrossed and read a third time?"

It was determined in the affirmative.

Mr. King submitted the following motion for consideration.

Resolved, That a committee be appointed to confer with the person appointed to superintend the re-construction and repairs of the capitol, and to suggest such alterations of the senate-chamber, and the connected offices thereof, as shall provide greater accommodation for the Senate and its officers, than the former distribution afforded. After the consideration of executive business,

the Senate adjourned to 11 o'clock on Monday morning; to which time the several orders of the day were postponed.

MONDAY, MARCH 4th, 1816.

Mr. Taylor, from the committee to whom was re-committed the bill, further supplementary to the act entitled "An act, providing for the indemnification of certain claimants of public land in the Mississippi Territory," reported it with an amendment; which was read.

Mr. Sanford, from the committee to whom the subject was referred, reported a bill for the relief of George Rossier and others; and the bill was read,

Ordered, That it pass to the second reading.

A message from the President of the United States by Mr. Todd, his Secretary:

Mr. President-The President of the United States, on the first instant, approved and signed "An act, concerning the convention to regulate the commerce between the territories of the United States, and his Britannic Majesty."

Ordered, That the Secretary notify House of Representatives accordingly.

The bill for the relief of John Thompson, was read the second time.

The Senate resumed the consideration of the motion made the second instant, in relation to the re-construction and repairs of the Capitol, and

On motion by Mr. King,

It was amended and agreed to as follows: Resolved, That a committee be appointed for the purpose of suggesting to the person appointed to superintend the re-construction and repairs of the Capitol, such alterations of the senatechamber, and the connected offices thereof, as shall provide greater accommodation for the Senate and its officers, than the former distribution afforded.

Ordered, That Mr. King, Mr. Hunter, and Mr. Macon, be the committee.

The Senate resumed, as in committee of the whole, the consideration of the bill, to increase the pension of William Munday, and the bill having been amended, the President reported it to the House accordingly.

On the question- Shall this bill be engrossed, and read a third time ?"

It was determined in the affirmative.

The bill last mentioned, was reported by the committee correctly engrossed.

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act, for the relief of the heirs of George Nebinger."

On motion by Mr. Roberts,

Ordered, That it be referred to the committee to whom was recommitted the report of the committee on finance, on the petition of Alfred M. Carter, to consider and report thereon.

The Senate resumed, as in committee of the whole, the consideration of the bill, relating to settlers on the lands of the United States; and the bill having been amended, the President reported it to the House accordingly.

On motion by Mr. Barry,

Ordered, That the further consideration thereof be postponed to, and made the order of the day for, to-morrow.

The Senate resumed, as in committee of the whole, the bill for calling forth the militia to execute the laws of the Union, suppress insurrection, and repel invasion, and to repeal the laws heretofore passed for those purposes.

On motion by Mr. Varnum,

Ordered, That the further consideration thereof be postponed until to-morrow.

The Senate resumed, as in committee of the whole, the consideration of the bill for the relief of the widow and children of Robert Fulton, deceased; and after debate thereon,

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act making appropriations for ordnance and ordnance stores for the year one thousand eight hundred and sixteen, together with the amendments reported by the committee on finance and an uni

form national currency; and the amendments having been agreed to, in part, with further amendments, the President reported the bill to the House accordingly.

On the question-"Shall the amendments be engrossed, and the bill read a third time as amended?"

It was determined in the affirmative.

The President of the United States, on the 28th ultimo, approved and signed "An act for the relief of John Redman Coxe;" also "An act rewarding the officers and crew of the sloop of war Hornet for the capture and destruction of the sloop of war Penguin."
