The resolution from the House of Representatives, for the appointment of a joint committee on the subject of an adjournment of Congress, was read the second time.

Mr. Roberts reported from the committee that they had laid before the President of the United States the two enrolled bills last reported to have been examined.

A message from the House of Representatives by Mr. Dougherty, their Clerk :

Mr. President-The President of the United States, on the 18th instant, approved and signed "An act making appropriations for ordnance and ordnance stores for the year 1816;" and on the 19th instant, "An act for the relief of John M. Forbes ; "An act for the relief of Gustavus Loomis;" also, "An act to change the mode of compensation to the members of the Senate and House of Representatives of the United States, and the Delegates from Territories."

The House of Representatives have passed a bill entitled "An act for the liquidation of certain claims, and for other purposes;" also a bill entitled "An act to repeal the act entitled 'An act to provide additional revenues for defraying the expenses of government and maintaining public credit by laying duties on household furniture, and on gold and silver watches," in which bills they request the concurrence of the Senate. And he withdrew.

The two bills last mentioned were read.

Ordered, That they severally pass to the second reading.

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act in addition to an act to regulate the post-office establishment," together with the amendments reported thereto by the select committee.

"Sec. 3. And be it further enacted, That letters and packets to and from any member of the Senate, or member or delegate of the House of Representatives of the Congress of the United States, the Secretary of the Senate, and Clerk of the House of Representatives, shall be conveyed free of postage from the commencement of every Congress until the termination thereof, and for thirty days thereafter: Provided always, That no letter or packet shall exceed two ounces in weight."
