Report on the Battersea Training Institution for Masters, by the

Rev. Henry Moseley, M.A., F.R.S. My LORDS,

The number of students resident in the Battersea Training Institution was at my last inspection 83, whose ages varied from 17 to 31 years, the average age being 224 years; 5 of them were under 18 years of age, and 11 above 25.

I have appended to this Report a list (Appendix A.), in which, against a number designating each student, there is recorded his age and standing in the institution, the circumstances under which he is supported in it, his previous condition, and his acquirements at the time of his admission. Ten of the students had previously been schoolmasters, 17 assistants in schools, 9 clerks, 8 small tradesmen, 5 shoemakers, 3 farmers, 1 surgeon, I captain of a ship, 20 skilled workmen in various

1 manufacturing processes, and 4 labourers.

The fact that one-third of the entire number had previously been schoolmasters or assistants in schools is instructive. It is new to the experience of this institution, and may be considered to indicate a sense, prevalent among the existing race of elementary schoolmasters, of the inadequacy of their present attainments.

Some few of the students, in the knowledge they had acquired previous to their admission, afforded the evidence of an early thirst for knowledge, and habits of study long formed. The previous knowledge of the greater number appears, however, to have been limited in its amount, and in its character technical and common place.

The Admission of Students. Applicants for admission are required to produce a certificate, signed by the clergyman of the parish or ecclesiastical district where they have last resided : they must also forward testimonials of their moral conduct and Christian deportment from three respectable householders, to whom they have been known for the space of one year at least, countersigned by the clergyman of the parish in which they reside. The points on which testimony is required are the following age; situation in life; family and connexions; how educated; how subsequently employed; where lately residing, and how long; moral habits and character; personal appearance and general health; temper and disposition; whether a regular attendant at church whether a communicant; whether ever employed in the Sunday-school
