Mr. Folger, from the committee on the judiciary, to which was referred the Assembly bill entitled "An act to prevent fraud and fraudulent prac tices upon hotel keepers, boarding-house keepers and inn keepers," reported that they have made some amendments thereto, and amended the title so as to read "An act to prevent fraud and fraudulent practices upon hotel keepers and inn keepers," and as amended, recommend its passage; said bill was committed to the committee of the whole.

Mr. Folger, from the committee on the judiciary, to which was referred the Assembly bill entitled "An act to incorporate Accord Lodge number 421 of the independent order of Odd Fellows of the State of New York, in the county of Ulster," reported adversely thereto which report was agreed to and said bill rejected.

Mr. White, from the committee on municipal affairs, to which was referred the Assembly bill entitled "An act to ratify and confirm the action of the mayor and common council of the city of Syracuse in closing an alley, and to authorize the altering and straightening of Genesee street in said city," reported in favor of the passage of the same.

On motion of Mr. White and by unanimous consent, the rule was suspended, and said bill recommitted to the committee to report complete. Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to consolidate the several school districts and parts of districts within the corporate limits of the village of Saratoga Springs, and to establish a Free Union school or schools therein," reported in favor of the passage of the same.

On motion of Mr. Kline and by unanimous consent, the rule was suspended and said bill recommitted to the committee to report complete. Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to authorize the city of Syracuse to issue bonds for educational purposes," reported in favor of the passage of the same, and said bill was committed to the committee of the whole. Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act to amend and consolidate the several acts relating to public schools in the town of Morrisania, in the county of Westchester," reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. Sessions, from the committee on finance, to which was referred the Assembly bill entitled "An act making appropriations for support of Government," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

Mr. Sessions moved that said bill be made the special order this evening, and that a session be held at that time for that and other purposes.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, two-thirds of all the Senators present voting in favor thereof.

The Assembly returned the bill entitled "An act to authorize Matilda Elizabeth Georgiana Perry to take, hold, convey, devise and otherwise dispose of real estate," with a message that they had concurred in the amendments of the Senate thereto, and further amended the same by adding after the word "Chase," the words "or her mother."

The President put the question whether the Senate would agree to concur in said further amendment, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, as follows:

Ordered, That the Clerk return said bill to the Assembly, with a message informing that the Senate have concurred in their further amendment. The Assembly returned the bill entitled "An act to incorporate the Soldiers' Business, Messenger and Dispatch Company," with a message that they had passed the same with the following amendment: Add at the end of section 6, the following:

"Said corporation is hereby authorized, and shall have power to erect and maintain covered stands or booths in the streets of the cities and villages in said district, except Broadway in the city of New York, provided that no booth or stand shall be placed upon the sidewalk without the previous consent of the owner or lessee of the property adjoining or against said booth or stand; and the number, size and location of said booths or stands shall be determined by the Metropolitan Board of Health, or a majority of said board who shall determine and locate the same upon application by the president of this corporation."

Mr. H. C. Murphy moved that the bill be laid upon the table. The President put the question whether the Senate would agree to said motion to lay on the table, and it was decided in the affirmative.

Mr. Sessions, from the committee on finance, to which was referred the bill entitled "An act providing means to build an arsenal at Rochester," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

By unanimous consent, Mr. Folger asked and obtained leave to introduce a bill entitled "An act in relation to the working of mines reserved to the State, and the use and occupation of lands for such purposes," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent Mr. E. Cornell asked and obtained leave to introduce a bill entitled "An act to amend an act passed April 10, 1850, entitled "An act to amend an act entitled 'An act to provide for the incorporation and regulation of telegraph companies,' passed April 12, 1848," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary. By unanimous consent, Mr. E. Cornell asked and obtained leave to introduce a bill entitled "An act to amend part 4, chapter 1, title 6, section 27 of the Revised Statutes," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

By unanimous consent, Mr. T. Murphy asked and obtained leave to introduce a bill entitled "An act to authorize the sale of all the public markets in the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on municipal affairs.

By unanimous consent, Mr. C. G. Cornell asked and obtained leave to introduce a bill entitled "An act to incorporate the Forty-second street, Honston street and Grand street Railroad Company," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on railroads.

By unanimous consent, Mr. La Bau asked and obtained leave to introduce a bill entitled "An act for the improvement of the road known as the Manor road in the county of Richmond," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on roads and bridges.

By unanimous consent, Mr. Barnett asked and obtained leave to introduce a bill entitled "An act to legalize the special town meeting of the town of Homer, held on the second day of April 1867, to raise money to erect a new academy.building in the village of Homer, Cortland county, New York," which was read the first time, and by unanimous consent was also read the second time.
