Immediately after the passage of this act, the Governor shall appoint by and with the advice and consent of the Senate, three commissioners of taxes and assessments for the city and county of New York, and upon their acceptance of the said office the term of office of the present commissioners of taxes and assessments for said city and county shall be terminated. The said commissioners hereby to be appointed, shall hold their office for the term of five years, and shall possess all the power and perform all the duties of the commissioners of taxes and assessments for the city and county of New York. "The said commissioners shall thereafter be appointed by the Governor, by and with the advice and consent of the Senate, for the term of five years; and all vacancies in said office of commissioner shall be filled in like manner for the balance of the unexpired term. The said commissioners shall organize as a board, to be known as the board of commissioners of taxes and assessments for the city and county of New York. The annual compensation for each commissioner shall be five thousand dollars, to be paid monthly by the comptroller out of the county treasury. The said commissioners shall be subject to removal only in the manner now provided by law for the removal of sheriffs. The said board of commissioners sball appoint a secretapy, who shall keep the minutes of their proceedings, and in addition thereto shall perform the duties of chief clerk to said commissioners. He shall hold his office during the pleasure of said commissioners, and shall receive an annual compensation of three thousand dollars, to be paid monthly by the comptroller out of the county treasury.
