The bill entitled “An act to amend an act entitled 'An act to amend the several acts incorporating the village of Pulaski, in the county of Oswego,' passed April 19, 1858," was read a third time.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

Said bill, as amended, was read a third time.

On motion of Mr. Lent and by unanimous consent the rules were suspended, and the bill entitled "An act to authorize the Institution for the Savings of Merchants' Clerks to change the location of its place of business," was recommitted to the committee on banks, with power to report complete.

On motion of Mr. Wilbor and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act to incorporate the *Wappinger's Turnpike and Navigation Company,'was recommitted to the committee on commerce and navigation, with power to report complete.

On motion of Mr. Gibson and by unanimous consent, the rules were suspended, and the bill entitled "An act in relation to the Troy Hydrau

lic Company," was recommitted to the committee on the judiciary, with power to report complete.

On motion of Mr. Kline and by unanimous consent, the rules were suspended, and the following entitled bills recommitted to the committee on insurance, with power to report complete:

"An act to amend an act entitled 'An act tò amend the act to provide for the incorporation of fire insurance companies,' passed June 25, 1853, and to require receivers and trustees to make annual and other statements."

"An act to authorize life insurance companies to make special deposits of securities in the Insurance Department."

On motion of Mr. Platt and by unanimous consent the rules were suspended, and the bill entitled "An act to prevent further interments in the old burying yard, in the village of Champlain, and to place the said ground under the control of the trustees of the Glenn Wood Cemetery Association of Champlain," was recommitted to the committee on the judiciary, with power to report complete.

Mr. Collins, from the committee on canals, to which was referred the bill entitled "An act to regulate the height of dam No. 5 on the Oswego river,” reported in favor of the passage of the same, and said bill was committed to the committee of the whole.

Mr. Collins, from the committee on canals, to which was referred the petition of Charles H. Adams for canal damages; reported by bill entiiled "An act to anthorize the construction and maintenance of a bridge over the Champlain canal in the town of Fort Ann, in the county of Washington," which was read the first time, and by unanimous consent was also read the second time, and committed to the committee of the whole.

The Assembly returned the bill entitled "An act to amend an act entitled 'An act to facilitate the construction of the Southern Central Rail. road, and to authorize towns to subscribe to the capital stock thereof,' passed April 7, 1866," with a message that they have passed the same, with the following amendments:

Add the following as section two:

“$ 2. The commissioners of any town or city, appointed pursuant to chapter 433 of the Laws of 1866, may issue their bonds directly to the directors of said Southern Central Railroad Company at not less than their par value, and receive in exchange therefor the stock of said company at pot more than par.”

Change section 2 to section 3.
Mr. Williams moved that the Senate concur in said amendments.

On motion of Mr. H, C. Murphy and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act to incorporate the Staten Island Atheneum,” was recommitted to the committee on literature, with power to report complete.

Mr. Godard, from the committee on militia and public defense, to which was referred the Assembly bill entitled "An act to authorize the supervisors of Monroe county to raise money to pay for site of the State armory in the city of Rochester, and to pay for the use of rooms therein," reported in favor of the passage of the same.

On motion of Mr. Parsons and by unanimous consent, the rule was suspended, and said bill recommitted to the committee with power to report complete.

Mr. Wbite moved to reconsider the vote agreeing to the report of the committee on the judiciary adverse to the bill entitled "An act to authorize the Baptist Church and Society in the town of Spafford, in the county of Onondaga, to sell certain church property," and that said motion be laid upon

the table. The President put the question whether the Senate would agree to said motion to lay on the table, and it was decided in the affirmative.

On motion of Mr. E. Cornell and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act to extend the charter and increase the capital stock of the Smithsboro and Nichols Bridge Company,” was recommitted to the committee on roads and bridges, with power to report complete.

On motion of Mr. Crowley and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act authorizing supplementary proceedings for the collection of taxes," was recommitted to the committee on the judiciary, with power to report complete.

Mr. Gibson, from the committee on the judiciary, to which was referred the bill entitled "An act to prevent further interments in the old burying yard, in the village of Champlain, and to place the said ground under the control of the trustees of the Glenn Wood Cemetery Association of Champlain," with power to report complete, reported the same complete, which report was agreed to and said bill ordered engrossed for a third reading.

Mr. Šessions, from the committee on finance, to which was referred the Assembly bill entitled "An act to facilitate the payment of the claims of the State of New York against the United States, for expenses incurred

, in the organization, equipment, subsistence and transportation of troops," reported in favor of the passage of the same.

On motion of Mr. T. Murphy and by unanimous consent, the rule was suspended, and said bill read a third time.

A message from His Excellency the Governor, was received by the hands of his Private Secretary and read, in the words following:

State of New YORK-EXECUTIVE DEPARTMENT,

ALBANY, April 6, 1867. To the Senate: I return herewith, for correction, pursuant to a resolution of your body adopted on the 5th inst., Senate bill No. 66, entitled "An act to authorize the extension of Central road or avenue, in the county of Westchester, from its terminus at or near Woodlawn Cemetery, in the town of Yonkers, to a point at or near the village of White Plaius."

R. E. FENTON. Mr. Sutherland moved to reconsider the vote upon the passage of said entitled bill.

The President put the question whether the Senate would agree to said motion to reconsider, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, as follows:

Mr. H. C. Morphy moved that when the Senate adjourn to-day, it adjourn to meet on Monday evening, at 7} o'clock.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

Mr. Chambers offered the following resolution:
