The Assembly returned the bill entitled "An act to reduce the expenses of maintaining prisoners supported by the county of Oswego," with a message that they had passed the same, with the following amendments: Add at the end of section two, the following:

"But in no case shall such prisoner be delivered to said superintendent and keeper for transportation unless a saving in the expense shall be realized by the county of Oswego."

Strike out section 3, and change remaining sections to correspond. Mr. Wolcott moved that the Senate coucur in said, amendments. The President put the question whether the Senate would agree to said motion to concur, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

The Assembly returned the bill entitled "An act to consolidate school districts Nos: 1, 2 and 5, of the town of Plattsburgh, into a free union single district, and to vest the government thereof and of the academy therein, in a board of education," with a message that they had passed the same, with the following amendments:

Add at the end of section four, the words "or acts amendatory thereof."' Section eight, line eleven, strike out the words "said five, and so." Strike out line twelve, down to and inclusive of the word "shall," in line thirteen, and insert in lieu thereof the words "of the said Plattsburgh Academy shall." Line twenty-one, after the word "cause," insert the words "in the five so elected from time to time by said board of trustees of said Plattsburgh Academy."

Line 41, same section, insert after the word "expire," the following: "and if said five so elected shall from time to time fill by appointment any and all vacancies that may occur in their number, and the person so appointed shall hold his office until the next annual meeting, when such vacancy shall be filled by election."

At the end of the same section, strike out the words "and as trustees of the Plattsburgh Academy."

Strike out section nine, and insert in lieu thereof the following:

"§ 9. On the organization of the said board of education, the trustees of the Plattsburgh Academy and their successors in office, shall continue as a board of trustees for the purpose of electing from their number from time to time the successors of the said five deputed to form a component part of the board of education aforesaid, and to fill vacancies occurring in said five."

Mr. Platt moved that the Senate concur in said amendments.

The President then put the question whether the Senate would agree to said motion to concur, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths of said members being present, as follows:

The Assembly returned the bill entitled "An act in relation to the compensation of the officers and clerks in the bureau for the collection of taxes in the department of finance of the city and county of New York," with a message that they have passed the same, with the following amendment:

§ 2. There shall be an officer in the bureau for the collection of taxes in the city of New York, to be appointed by and hold office during the pleasure of the comptroller of said city, to be known as the assistant receiver of taxes of said city; said assistant receiver shall before entering upon the duties of his office, give security to the mayor, aldermen and commonalty of said city, in like manner and amount as the deputy receiver of taxes of said city.

§ 3. The second clerk to the receiver of taxes of said city shall be required to give security to the mayor, aldermen and commonalty for the faithful performance of the duties of his office, in like manner and amount as the said deputy receiver of taxes.

§ 4. It shall be the duty of the said assistant receiver of taxes to assist the receiver of taxes in the performance of the duties of his office in such manner as he shall direct.

§ 5. There shall be paid to the said assistant receiver of taxes an annual salary of $4,000, such salary to be paid by the comptroller of the city of New York, in like manner as the salary of the receiver of taxes of said city is now paid.

Mr. Lent moved that the Senate concur in said amendment.

The Assembly returned the bill entitled "An act to incorporate the village of Mayville, in the town of Chautauqua, county of Chautauqua, and to repeal its present charter," with a message that they had concurred in the passage of the same, with the following amendments:

§ 12. Lines 2 and 3, engrossed bill, strike out. " and have the casting vote whenever there is a tie."

§ 17. Last line but one, strike out the words " or by posting the same," and insert or be posted for the same length of time."

§ 25. Last line, strike out the word "one" and insert "two."

26. Line 8, at the end of the line insert the words "by publishing the same."

§ 27. Line 2, insert the word "personal" before "notice." Same section, line 7, strike out "14" and insert " 10."

The track of said road when laid shall be laid with such rails as shall least obstruct the free passage of vehicles and carriages over the same; and the said tracks shall be laid flush with the surface of the street, and shall conform to the grade as it now is or shall from time to time be established or altered by the common council of said city; and the said company shall keep the surface of the street within the rails and for one foot outside thereof, and to the extent of the ties, in good and proper order and repair."

Mr. Wilbor, from the committee on internal affairs of towns and counties, to which was referred the Assembly bill entitled "An act to improve certain water rights in the town of Pawling and elsewhere in the county of Dutchess," reported in favor of the passage of the same. On motion of Mr. Wilbor and by unanimous consent, the rule was suspended, and said bill recommitted to the committee, with power to report complete.

Mr. White, from the committee on literature, to which was referred the Assembly bill entitled "An act in relation to the election of school commissioners in the city of Oswego," with power to report complete, reported the same complete, which report was agreed to and said bill ordered to a third reading.

On motion of Mr. Pierson, and by unanimous consent, the rules were suspended, and the bill entitled "An act for the further amendment of an act passed May 2, 1861, entitled 'An act to amend an act entitled 'An act to lay out a public park and parade ground for the city of Brooklyn, and to alter the commissioners' map of said city,' passed April 17, 1860," " was recommitted to the committee on municipal affairs, with power to report complete.
