On motion of Mr. Kline, and by unanimous consent, the rules were suspended, and the Assembly.bill entitled "An act constituting the town of Oppenheim, in the county of Fulton, one election district," was recommitted to the committee on internal affairs of towns and counties, with power to report complete.

Mr. Barnett called for the consideration of the following resolutiou:

Resolved (if the Senate concur), That His Excellency the Governor, be respectfully requested to return to the Legislature, Assembly bill No. 641, entitled "An act for the incorporation of cities and villages, passed December 7, 1847, so far as the same relates to the village of Oneida, in the county of Madison," for the purpose of correcting a clerical error in the title of said bill.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Ordered, That the Clerk return said resolution to the Assembly, with a message informing that the Senate have concurred in the passage of the same, without amendments.

Mr. Low offered the following resolution:

Resolved (if the Assembly concur), That Theodore W. Dwight, Wm. F. Allen, John Stanton Gould John W. Edmonds and Gaylord B. Hubbell, members of the executive committee of the Prison Association of New York, be a commission (with power to fill their own vacancies) to inquire into the general administration of the State prisons; which inquiry, however, shall have special reference to their financial management, with a view to the question whether the prisons cannot be made self-supporting, and so cease to be a burthen upon the public treasury; and that said commission be authorized to summon before them, and examine on oath or affirmation, any and all persons whose testimony they may deem important to the furtherance of their investigations. Provided, however, that the expenses of the commission be paid out of the appropriation made by the Legislature to the general objects of the Prison Association.

Ordered, That said resolution be laid on the table.

Mr. Low, from the committee on railroads, to which was referred the bill entitled “An act to legalize and confirm the articles of association of the Fonda, Johnstown and Gloversville Railroad Company," reported in favor the passage of the same.

By unanimous consent, on motion of Mr. Kline, the rules were suspended, and said bill read a third time.

On motion of Mr. White and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act authorizing the formation of a new school district in the town of Salina, in the county of Onondága, to be called School District No. 6, of said town," was recommitted to the committee on literature, with power to report complete.

Also, the Assembly bill entitled "An act in reference to the collection of unpaid taxes in the county of Onondaga,” was recommitted to the committee on internal affairs of towns and counties, with power to report complete.

On motion of Mr. Chambers and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act in relation to election districts in the town of Saugerties, in the county of Ulster," was recommitted to be commtittee on internal affairs of towns and counties, with power to report complete.

On motion of Mr. Chambers and by unanimous consent, the bill entitled "An act to incorporate Accord Lodge 421 of Independent Order of Odd Fellows of New York,” was taken from the table and referred to the committee on the judiciary, to report complete.

Mr. Pierson, from the committee on commerce and navigation, to which was referred the Assembly bill entitled “An act to authorize the building of a dam across the Delaware river at the village of Douglas, Sullivan county, New York," reported in favor of the passage of the same, with amendments, and said bill was committed to the committee of the whole.

Mr. Pierson, from the committee on commerce and navigation, to which was referred the Assembly bill entitled "An act declaring Deer river a public highway,” reported in favor of the passage of the same.

On motion of Mr. Williams and by unanimous consent, the rule was suspended, and said bill recommitted to the committee with power to report complete.

Mr. Pierson, from the committee on commerce and navigation, to which was referred the Assembly bill entitled "An act declaring Mill Brook, in the counties of Essex and Warren, a public highway,” reported in favor of the passage of the same.

On motion of Mr. E. Cornell and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act enabling National Banking Associations to become State Banking Associations and to amend the banking laws of this State,” was recommitted to the committee on banks, with power to report complete.

On motion of Mr. T. Murphy and by unanimous consent, the rules were suspended, and the Assembly bill entitled "An act amending an act entitled 'An act to incorporate the People's Savings Bank of the city of New York," was recommitted to the committee on banks, with power to report complete.

Mr. Barnett, from the committee on charitable and religious societies, to which was referred the Assembly bill entitled "An act to change the corporate name of the Presbyterian church of Cato-Four-Corners, &c., and to confer additional powers upon the trustees thereof in the village of Meridian, Cayuga county,” reported in favor of the passage of the same.
